Concerns Heighten over President Akufo-Addo’s Dismissal Powers

President Akufo-Addo Criticized for Non-Compliance of Act 463

President Akufo-Addo

President Akufo-Addo’s recent and perceived abrupt termination of the contracts of key leadership figures in two pivotal public entities, the Ghana Revenue Authority (GRA) and the Social Security and National Insurance Trust (SSNIT), has ignited a firestorm of concerns among well-meaning Ghanaians.

The perceived abrupt dismissal of the GRA Board and its Commissioner-General, followed by the immediate removal of the Director-General of SSNIT, without what many described as a lack of substantial explanation or apparent justifications, has left many questioning the motives behind these actions.

Franklin Cudjoe, the Founding President of IMANI Centre for Policy and Education reacting to the issue described President Akufo-Addo’s recent termination actions as “whimsical acts without explanation” that pose grave risks to the country’s governance integrity.

Mr Cudjoe while denouncing the termination of the contract of the leadership of the two-state entities commended the previous Board of the Ghana Revenue Authority for its innovative leadership.

He argued that the previous Board of Ghana Revenue Authority supervised a historic achievement in the tax-to-GDP ratio, climbing from a stagnant 11-12% to a commendable 14%, a critical milestone within the framework of Ghana’s IMF program.

Furthermore, the renowned policy analyst commended the stewardship of the ousted Director-General of the Social Security and National Insurance Trust, lauding him for demonstrated foresight and strategic management, safeguarding pension funds from precarious debt restructuring programs and expanding coverage to the self-employed.

Mr Cudjoe also commended the strategic investment initiatives that were undertaken to shield SSNIT from losses, including the sale of hotel assets and a pragmatic reduction in real estate investments by the outed Director- General.

Pliant and Politically Obedient Replacement

Given the above, the Chief Executive Officer of the leading think-thank group raised alarms over what he perceived as “pliant and politically obedient” replacements appointed to helm these crucial institutions.

Such appointments, he strongly asserted risk compromising the integrity and independence of these bodies, opening doors to potential manipulation and undermining their effectiveness in serving the public interest.

The prevailing sentiment among some concerned citizens including Mr Cudjoe is one of scepticism, with many questioning the underlying motives driving the sudden terminations of the contract of the leadership of the two state entities.

Speculation also abounds regarding whether the President seeks to consolidate his political base or pave the way for perceived controversial contracts and arrangements in the eleventh hour of his tenure.

It is therefore important to state that amidst the growing chorus of discontent among Ghanaians, there is an urgent need for the President to ensure that his actions do not jeopardize the stability or integrity of these public institutions.

The Ghana Revenue Authority and the Social Security and National Insurance Trust play vital roles in Ghana’s economic and social fabric, and any disruptions or distortions to their functioning could have far-reaching repercussions on the country’s fiscal health and social welfare.

Because of this, President Akufo-Addo must prioritize transparency, accountability, and the public interest in his decision-making processes.

Upholding the principles of good governance and safeguarding the autonomy of key institutions is paramount to fostering trust, stability, and progress in the country’s journey towards prosperity.

While the Constitution delineates the President’s appointment and dismissal powers, it is essential to note that these powers are subject to legal and constitutional limitations, including adherence to due process and respect for the rule of law.

Any exercise of such powers must be in accordance with the Constitution and applicable laws, with due consideration for transparency, accountability, and the public interest.

Anything less risks eroding the country’s hard-earned gains in its democratic governance project.
