Hon. Samuel A. Jinapor, MP, and former Minister for Lands and Natural Resources

In a powerful speech delivered on the floor of Parliament to mark the 2024 African Border Day, Hon. Samuel A. Jinapor, MP, and Minister for Lands and Natural Resources, highlighted the critical need for raising awareness and sensitizing residents of border communities. His address underscored the importance of these efforts in sustaining the peaceful and progressive relationship between Ghana and its neighboring countries.

During his address, Minister Jinapor noted that border communities often face significant challenges and bear the brunt of border-related issues. He urged for their active involvement in decision-making processes, emphasizing that such inclusion fosters a sense of ownership and responsibility, which is vital for maintaining peace and stability.

“Engaging all stakeholders, including Traditional Authorities, Border Security Committees, Municipal and District Assemblies, and other relevant entities, is essential. This approach will help create awareness about the significance of boundaries and the contribution of stakeholders in border governance.”

Addressing the theme of the commemoration, “Educate an African Fit for the Twenty-First (21st) Century: Building Resilient Education Systems for Increased Access to Inclusive, Lifelong, Quality, and Relevant Learning in Africa,” Minister Jinapor lauded the Ghana Boundary Commission for their exceptional work in upholding Ghana’s territorial integrity and sovereignty. He stressed that education is a powerful tool for promoting intercultural dialogue, tolerance, and mutual understanding.

“Education serves as a catalyst for overcoming barriers and fostering stronger, more resilient border communities,” Jinapor said. He advocated for cross-border exchanges, economic cooperation, and joint development projects as means to enhance mutual understanding and cooperation.

Minister Jinapor emphasized the importance of empowering the youth in border communities to become active agents of change. He highlighted the role of youth empowerment in creating a formidable defense against violence and extremism, which often target vulnerable populations, including those living in border areas.

The Minister praised the Ghana Boundary Commission for its tireless efforts in promoting peaceful coexistence with neighboring countries and resolving boundary disputes through peaceful means. He acknowledged the Commission’s role in reaffirming and safeguarding Ghana’s international boundaries.

Significance of African Border Day

African Border Day commemorates the significance of the African Union Border Programme and the Niamey Convention, which aim to promote integrated border governance and cross-border cooperation. The day serves as a reminder of the crucial role that well-managed borders play in fostering peace, security, and development.

Minister Jinapor concluded his address by reiterating the need for a comprehensive and inclusive approach to border management. He called on all stakeholders to recognize the importance of educating citizens, particularly those in border communities, about the significance of land and maritime boundaries.

Looking forward, the Minister expressed optimism about the future of Ghana’s border governance. He emphasized the need for continued collaboration and cooperation among all stakeholders to ensure that Ghana remains a model for peaceful and effective border management.

“As we commemorate African Border Day, let us renew our commitment to building resilient border communities. Through education, empowerment, and cooperation, we can safeguard our borders and promote peace and development for all Ghanaians.”
