African Nations’ Hopes for Green Transition May Be Dashed

Transition to Renewable Energy

In a significant move towards improving Ghana’s energy sector’s financial stability and sustainability, the World Bank has sanctioned a $250 million credit from the International Development Association (IDA) and an additional $10 million grant from the Energy Sector Management Assistance Programme (ESMAP).

This funding will support the four-year Ghana Energy Sector Recovery Programme for Results (PforR), aimed at enhancing the financial viability of electricity distribution and expanding access to clean cooking solutions across the nation.

The PforR initiative is designed to channel funds directly to energy sector utilities, enabling them to execute critical capital expenditure programs. These investments will be augmented by regulatory and policy reforms within the energy sector, supported under the World Bank’s Development Policy Financing series and the ongoing IMF Extended Credit Facility Programme for Ghana. This multi-faceted approach is expected to address both immediate financial challenges and long-term structural issues within the sector.

“Our access to sustainable energy is not just about powering homes and businesses, it’s about empowering communities, protecting the environment, and fostering inclusive and sustainable development.”

Dr. Mohammed Amin Adam, Minister for Finance

A key component of the PforR is the Clean Cooking Programme, which aims to significantly increase the use of Liquefied Petroleum Gas (LPG) among Ghanaian households, schools, and businesses. By providing direct incentives to subsidize the cost of stoves and accessories, the programme seeks to make clean cooking solutions more affordable and accessible.

This initiative is expected to yield numerous benefits, including market development, increased energy access, and improved public health and environmental outcomes by reducing air pollution and associated health risks.

The ESRP is poised to deliver a wide array of benefits to consumers, including enhanced market development, greater affordability, and increased energy access and equity.

Moreover, the programme is anticipated to have significant health and environmental benefits by mitigating air pollution and reducing health risks associated with traditional cooking methods. These improvements are aligned with Ghana’s broader goals of sustainable development and environmental protection.

Robert Taliercio, World Bank Country Director for Ghana, Liberia, and Sierra Leone emphasized the importance of this initiative.

“Through this important results-based financing, the World Bank is committed to supporting the recovery of Ghana’s energy sector and its financial sustainability. “

“The operation aims to strengthen revenue collection and improve the quality of energy supply through investments in prepaid metering and in the commercial and meter management systems of distribution utilities.”

Dr. Mohammed Amin Adam, Minister for Finance expressed the government’s gratitude and highlighted the broader implications of the programme.

“The Government of Ghana is grateful to the World Bank for their support in the attainment of the Sustainable Development Goals (SDGs), particularly Goal 7 (Affordable and Clean Energy).”

“Our quest to achieve financial viability in electricity distribution and increasing access to clean cooking solutions is essential for building sustainable energy systems that support economic development, improve public health, and protect the environment while promoting energy access and equity for all.”

Role of the Energy Sector Management Assistance Programme

Clean Cooking

The Energy Sector Management Assistance Programme (ESMAP) plays a pivotal role in this initiative by providing essential knowledge, technical assistance, and advisory services. ESMAP’s support is crucial in enhancing the institutional capacity of Ghana’s energy sector and implementing sustainable energy solutions that align with global best practices.

“The approval of this significant financial package by the World Bank marks a crucial step towards transforming Ghana’s energy sector. By addressing both financial and structural challenges, the Ghana Energy Sector Recovery Programme for Results aims to ensure a more reliable, affordable, and sustainable energy supply for all Ghanaians.”

Dr. Mohammed Amin Adam, Minister for Finance

The focus on clean cooking solutions further underscores the government’s commitment to public health and environmental protection, positioning Ghana as a leader in sustainable energy development in the region.

This comprehensive programme not only supports the immediate needs of the energy sector but also lays the groundwork for long-term sustainable growth and development, contributing to the broader goals of economic stability and improved quality of life for all citizens.
