NDC Makes Commitment to Transparency and Fighting Corruption

The National Communications Officer of the National Democratic Congress (NDC) Sammy Gyamfi, has emphatically laid out the party’s plans for improving governance, enhancing transparency, and waging a serious fight against corruption. 

Speaking during a policy discussion, Sammy Gyamfi articulated that the NDC is committed to changing the current regime and implementing reforms that will ensure greater transparency in asset declarations and public accountability, along with a range of other measures. 

Sammy Gyamfi’s Statements reflect the NDC’s intention to restore public confidence in the political system and combat the endemic corruption that has plagued Ghana in recent years. Central to the NDC’s reforms is a restructured regime for asset declarations, Gyamfi stated;

“That’s exactly what we are promising, and that is exactly what we would do when given the opportunity.”

Sammy Gyamfi pointed out that the current asset declaration regime lacks transparency and enforcement, a problem the NDC is keen on rectifying. 

The proposed new regime will ensure that the declarations of relevant public officers are published for the benefit of the media and the entire nation. He emphasized, “Nothing will be kept in the dark.”

Moreover, Sammy Gyamfi argued that non-compliance with the new asset declaration law will not be tolerated. Public officers who fail to declare their assets by the stipulated time will be removed from office. 

Gyamfi made it clear that the NDC is committed to ensuring that transparency is non-negotiable in public service: “If you are not ready to be transparent with your assets, then you cannot be trusted to uphold principles of integrity.”Gyamfi highlighted the leadership of H.E. John Dramani Mahama that; 

“President Mahama is going to exact the highest form of accountability and ethical conduct from his appointees.” 

Sammy Gyamgi added that Mahama will lead by example and demand the same level of integrity from his team. Public officers unwilling to declare their assets under the new regime will “have no place in his government.”

Operation Recover All Looted Funds

Gyamfi also unveiled an ambitious plan, dubbed “Operation Recover All Looted Funds,” which would investigate and recover funds lost through corruption under the current government. 

“President Mahama is very serious about this operation, which is going to ensure that we launch inquiries and forensic audits into the various corruption scandals.”

These scandals, he mentioned, include “the PDS scandal, the Galamsey scandal, the Agyapa scandal, the Pwalugu dam Scandal, the Skytrain scandal, and numerous others.” This operation aims to recover stolen funds for national development and to hold corrupt officials accountable. Gyamfi stressed that Ghana needs justice:

“We need to recoup stolen funds and utilize them for the benefit of the people.”

Establishment of Special Courts and a Value-for-Money Audit Unit

Another key feature of the NDC’s anti-corruption strategy is the establishment of a special court to prosecute individuals against whom adverse findings have been made by the Auditor-General and Parliament. 

Gyamfi explained that this court would address a critical gap in the current system, which has failed to enforce accountability even in the face of serious findings: “We need a special court dedicated to the prosecution of these cases.”

Moreover, Sammy Gyamfi announced the creation of a special Value-for-Money Audit Unit under the Public Procurement Authority. This unit will ensure that all procurements above a certain threshold—likely $5 million—are subject to value-for-money audits. He noted that President Mahama is committed to “establishing this unit to subject all procurements to rigorous scrutiny,” adding that Parliament would decide on the exact thresholds.

Asset Registry and Banning Public Officials from Purchasing State Assets

Gyamfi also emphasized the importance of safeguarding state assets, revealing that the NDC would establish an Asset Registry to keep records of state lands and assets. 

This measure is designed to prevent the looting of public property, a practice he accused the current administration of engaging in. He was particularly critical of officials of the Akufo-Addo-Bawumia government, alleging that they were selling off state assets for personal gain: 

“like we saw a certain cabinet minister seeking to buy key hotels belonging to the workers of this country for a pittance.”

Accroding to Sammy Gyamfi, the NDC plans to ban politically exposed persons from purchasing state assets. Gyamfi explained that no minister, deputy minister, CEO, deputy CEO, or board member under President Mahama’s administration would be allowed to buy state property. 

“…President Mahama has said under him no appointees of his and politically exposed persons will be allowed to purchase a state asset.”

Sammy Gyamfi pledged that the NDC would run the “leanest and most efficient government” in Ghana’s history. 

Sammy Gyamfi highlighted the importance of both reducing the size of government and ensuring that it operates effectively. According to him, President Mahama would form his cabinet within the first 14 days of his administration, and the entire government would be in place within 90 days. This government, he emphasized, would be focused on efficiency and accountability: 

“Corruption and waste are the reason why we are suffering, and I am happy that we have a leader like John Mahama with a proven track record.”

Sammy Gyamfi’s statements underline the NDC’s determination to tackle corruption head-on, establish transparency in governance, and restore trust in public institutions. Through comprehensive reforms, the NDC aims to put Ghana back on the path of integrity and development.
