UN General Assembly Drives Action on Global Issues

Dennis Francis, President of the 78th session of the General Assembly meets the media as his tenure as President comes to an end.

The 78th session of the United Nations General Assembly (UNGA) ended with significant milestones, including a landmark declaration on the Sustainable Development Goals (SDGs) and three resolutions addressing the ongoing Gaza conflict. 

Outgoing president Dennis Francis, who described his term as “an honor of a lifetime,” highlighted the Assembly’s achievements as his mandate drew to a close.

Reflecting on his year leading the UN’s main policy-making body, Francis noted, “This has been a truly eventful session.”

The Assembly comprises all 193 UN Member States, and Francis, a seasoned diplomat from Trinidad and Tobago, made ‘Peace, Prosperity, Progress, and Sustainability’ the focus of his presidency.

The session kicked off with a major political declaration at the SDG Summit in September, which was endorsed by the General Assembly as its first official act. This, Francis said, “brought urgency to our efforts to fulfill the SDGs,” emphasizing the need for immediate global action to achieve the 2030 targets.

The General Assembly also convened separate high-level meetings on three pressing health-related issues: pandemic prevention, universal health coverage, and the eradication of tuberculosis. 

These meetings concluded with political declarations aimed at strengthening global health systems and ensuring a better-prepared world for future health crises.

High-Level Dialogue Spurs Financial Reform Talks

Another highlight of the session was the High-Level Dialogue on Financing for Development. The event resulted in a broad agreement on the urgent need to reform the global financial architecture. 

Francis stressed the importance of aligning financial resources with Sustainable Development ambitions for 2030. “Our ambitions must be matched with the necessary resources for implementation,” he said.

The General Assembly marked the 75th anniversary of the Universal Declaration of Human Rights with a special plenary meeting and an award ceremony recognizing individuals for their contributions to advancing human rights. These commemorations aimed to remind the international community of its duty to uphold and protect fundamental freedoms globally.

Francis also introduced the Assembly’s first-ever Sustainability Week in April, which focused on issues like tourism, transport, infrastructure, and energy. The week culminated in a landmark event on debt sustainability, underscoring the financial challenges faced by countries in special situations. 

Sustainability Week was designed to build momentum for key upcoming events, including the Fourth International Conference on Small Island Developing States, held in May, and the upcoming Summit of the Future, set to take place in New York.

Three Resolutions on the Gaza Conflict Adopted

Perhaps most notably, the General Assembly took decisive action on the Gaza conflict, adopting three significant resolutions. In accordance with the “Uniting for Peace” resolution, the Assembly stepped in when the Security Council failed to act swiftly. 

The first resolution called for the protection of civilians and demanded all parties adhere to humanitarian and legal obligations. The second called for an immediate ceasefire, the release of hostages, and the provision of humanitarian aid. 

Lastly, the third resolution recognized the State of Palestine as being eligible for full UN membership and urged the Security Council to consider the matter favorably.

“These demands by the Assembly represent the will of the international community,” Francis stated firmly. “It is time for the violence in Gaza to stop.”

Beyond conflict resolutions, Francis took pride in the Assembly’s progress on gender equality and youth engagement. His administration re-established the Advisory Board on Gender Equality and maintained frequent interactions with young people across the globe. He highlighted this as a major success during his term.

As Francis concluded his presidency, he pointed to another key focus area: the growing threat of sea-level rise. This pressing environmental issue will be further discussed by Heads of State and Government in an upcoming meeting. Leaders are expected to provide concrete directions for future action, ensuring that the matter remains on the global agenda.
