Ghana to Host Second COSPAL General Assembly

The Parliament of Ghana has announced its plans to host the second General Assembly of the Conference of Speakers and Presidents of African Legislatures (CoSPAL).

In a statement, Parliament highlighted that CoSPAL was established in 2020 as a vital platform aimed at fostering greater deliberation, collaboration, and cooperation among Speakers and Presidents of Parliaments and National Assemblies across Africa. 

According to the statement, CoSPAL seeks to address shared challenges, formulate unified strategies, and mobilize collective action on critical issues impacting the continent.

By working together, the organization aims to advance Africa’s development goals, strengthen legislative effectiveness, and promote sustainable growth across member states.

“The Parliament of Ghana, under the distinguished leadership of the Speaker of Parliament, Rz. Hon. Alban Sumana Kingsford Baghin will host the 2nd General Assembly of the Conference of Speakers and Presidents of African Legislatures (CoSPAL) from Friday, 25th October, to Sunday, 27 October 2004”.

The statement further highlighted that the inaugural General Assembly of CoSPAL took place in May 2022 in Abuja, Nigeria, under the leadership of the then Speaker of the House of Representatives of the Federal Republic of Nigeria, Rt. Hon. Femi Gbajabiamila. 

During this first assembly, foundational discussions were held to establish a unified approach among African legislative leaders in tackling pressing challenges facing the continent.

These discussions emphasized the importance of coordinated legislative action and shared policies to address complex regional issues, ensuring that member states could benefit from collaborative solutions and knowledge exchange. 

The assembly underscored the need for unity among African leaders in addressing economic recovery, governance, and sustainable development, setting a precedent for strengthened cooperation in future gatherings.

The focus of the first CoSPAL gathering centered on post-COVID economic recovery, emphasizing strategies to rebuild and strengthen economies impacted by the pandemic, as well as on the development of democratic governance frameworks across the continent. 

The Abuja meeting laid the groundwork for collaboration on issues crucial to Africa’s progress, creating a platform for future assemblies to continue this momentum and work collectively toward shared goals.

Second General Assembly to Host 120 African Delegates

Furthermore, the statement noted that the second General Assembly will gather approximately 120 participants from across Africa. 

This includes 15 Speakers and Presidents of National Legislatures, 30 Deputy Speakers and Presidents, along with Clerks, Secretary Generals, and essential support staff from various Parliaments and National Assemblies. 

According to the statement, the assembly will provide a platform for high-level discussions, promoting collaborative efforts to address shared challenges, strengthen governance, and enhance legislative effectiveness across the continent.

“The Conference is purposed to, under the leadership of the Rt. Hon Speaker of Parliament and current President of CoSPAL, build on the foundation of the 1″ General Assembly to foster unity and collaborative governance among African legislatures… The Kempinski Hotel Gold Coast City will be the venue of the conference”.

According to Parliament, the assembly represents a significant step forward in enhancing legislative effectiveness and promoting regional solidarity in addressing shared challenges across Africa.

By bringing together key legislative leaders, the assembly aims to foster collaboration and knowledge-sharing, enabling member states to devise innovative solutions to common issues. 

The statement noted that, in addition to organizing and directing the Conference, the Ghanaian Parliament will leverage the second General Assembly of CoSPAL to showcase Ghana’s unique brand of democracy. 

The conference will also highlight the country’s renowned hospitality to colleagues from across the continent.

This assembly will provide an opportunity for Ghana to demonstrate its commitment to democratic principles and effective governance while highlighting its rich cultural heritage. 

By welcoming participants warmly, Ghana aims to foster strong relationships and encourage collaboration among African nations, reinforcing the importance of unity and cooperation in addressing shared challenges.
