President John Dramani Mahama has announced his first set of ministerial nominations, signalling his administration’s commitment to delivering a strong, competent team to lead Ghana’s development agenda. 

These nominations underscore President Mahama’s emphasis on assembling a team of experts to drive his vision for economic growth, energy sustainability, and robust governance. 

“President John Dramani Mahama has submitted the following ministerial nominations to the Speaker of Parliament in accordance with Article 78 of the 1992 Constitution of Ghana.”

The nominees are: Hon. Dr Cassiel Ato Baah Forson – Minister for Finance Designate; Hon. John Abdulai Jinapor – Minister for Energy Designate; and Hon. Dominic Akuritinga Ayine – Attorney-General and Minister for Justice Designate.

Hon. Dr. Cassiel Ato Baah Forson – Minister for Finance Designate is a distinguished economist, chartered accountant, and tax practitioner whose extensive expertise in public finance and macroeconomic policy positions him as a capable steward of Ghana’s financial portfolio.

As a five-term member of Parliament, Dr. Forson’s academic credentials are as impressive as his professional accomplishments. He holds a Ph.D. in Finance from the Kwame Nkrumah University of Science and Technology (KNUST), complemented by Master of Science degrees in Taxation and Economics from the University of Oxford and KNUST, respectively.

He also earned a Bachelor of Science in Accounting from London South Bank University. Dr. Forson’s extensive experience in fiscal and tax policy, coupled with a strong track record in business management, makes him a key figure in shaping Ghana’s economic future.

The Minister for Energy Designate with a robust background in energy economics and finance, Hon. John Abdulai Jinapor is expected to bring a transformative approach to Ghana’s energy sector. 

His extensive qualifications and hands-on experience make him an exceptional choice to navigate the complex challenges in energy management. Hon. Jinapor holds a Master of Arts (MA) Degree in Economic Policy Management, an MBA in Marketing, and a Master of Science (MSc) in Development Finance, all from the University of Ghana. 

He also earned a Master of Science (MSc) Degree in Energy Economics from the Ghana Institute of Management and Public Administration (GIMPA) and a Postgraduate Diploma in Finance and Financial Law from the University of London.

His nomination reflects the administration’s determination to ensure a sustainable and efficient energy framework for national development.

The third nominee is Hon. Dr. Dominic Akuritinga Ayine – Attorney-General and Minister for Justice Designate. Hon. Dr. Dominic Akuritinga Ayine is a seasoned legal luminary with over three decades of practice in law. 

As a former Deputy Attorney General and Minister for Justice, Dr Ayine brings an impeccable reputation for legal expertise and a deep understanding of constitutional law. 

Dr. Ayine is the founding partner of Ayine & Partners Law Offices and has contributed significantly to academia as a lecturer at the University of Ghana Law School. 

He holds a PhD in Law from Stanford University, a Master of Laws (LLM) from the University of Michigan Law School, and a Bachelor of Laws (LLB) from the University of Ghana.

His nomination is expected to enhance the administration’s legal reform agenda and ensure the effective delivery of justice.

Each nominee’s qualifications and experience align with the critical needs of their respective portfolios, and their confirmation by Parliament is eagerly anticipated.

In a statement signed by Felix Kwakye Ofosu, Acting Spokesperson to the President, the government expressed confidence in the nominees’ ability to deliver on their mandates and contribute meaningfully to Ghana’s progress.
