Ghana's Embassies urged to have accountability reset

Ghana Embassy in Washington, DC

The Ghana Embassy in Washington, DC, will officially reopen its doors on Thursday, May 29, 2025, following days of suspension due to internal misconduct and structural overhaul, the Ministry of Foreign Affairs and Regional Integration has announced.

According to a statement released by the Ministry, the decision to reopen comes after the recall of Home-Based Staff and the suspension of Local Staff, which included individuals implicated in a significant scandal involving unauthorized financial activities.

The reopening of the Ghana Embassy will be overseen by a team of experienced diplomats led by a senior officer from the Ministry, with a clear mandate to ensure a complete system overhaul and to re-establish the integrity of embassy operations.

The Ministry emphasized that comprehensive reforms are being implemented, including digital upgrades.

“It is worth noting that an Information Technology (IT) team has already been deployed to reconfigure the website and payment platforms to do away with all unofficial and unauthorized links associated with the IT system of the Embassy.”

The Ministry also assured the public that steps have been taken to resolve the backlog of services created by the embassy’s temporary closure.

It confirmed that the Embassy will officially reopen on Thursday, 29th May, 2025, with systems in place to address pending requests and ensure smooth operations moving forward.

In addition to the operational overhaul, the Ministry conveyed its regrets over the inconvenience caused to Ghanaians and other applicants affected by the embassy’s closure.

Accordingly, the Ministry encouraged members of the public to direct any unresolved issues or inquiries to the official embassy email or the Ghana Ministry of Foreign Affairs for prompt responses.

Ghana Embassy Scandal Probed

Meanwhile, the scandal that led to the temporary closure of the Ghana Embassy in Washington has now become a matter of public scrutiny and government investigation.

The Ministry confirmed that the matter has been forwarded to the Auditor-General and Attorney-General for further action and possible sanctions.

The key figure at the center of the controversy is Mr. Fred Kwarteng, a local staff member employed at the embassy since August 11, 2017.

Kwarteng, who worked within the IT department, reportedly admitted to creating an unauthorized digital link that redirected visa and passport applicants from the official embassy website to a private company he owned—Ghana Travel Consultants (GTC).

Through this unauthorized setup, Kwarteng charged applicants for consular services without Ministry approval.

Applicants were charged between “US$29.75 to US$60 per applicant,” with all proceeds funneled into his private bank accounts.

The illicit payment system not only defrauded applicants but also significantly undermined the embassy’s credibility and the government’s oversight mechanisms abroad.

In response to this breach, the Ministry has taken steps to reconfigure all digital platforms associated with the embassy, intending to prevent similar occurrences in the future.

The reconfiguration includes eliminating all unauthorized links and instituting secure, Ministry-approved channels for processing consular services.

The scandal, which came to light on Monday, May 26, 2025, has cast a spotlight on the need for improved oversight and accountability in Ghana’s foreign missions.

“The Ministry of Foreign Affairs takes this opportunity to reassure of its commitment to enhancing service delivery to the public, safeguarding transparency and accountability, and protecting Ghana’s esteemed image in the comity of nations.”

Ministry of Foreign Affairs and Regional Integration

As the reopening date approaches, anticipation is growing among Ghanaians living in the United States, many of whom rely on the Ghana Embassy for vital services such as visa applications, passport renewals, and legal documentation.

With the embassy expected to resume full operations under the leadership of a reconstituted diplomatic team, there is cautious optimism that services will be delivered with renewed integrity and efficiency.

Meanwhile, the investigation into Mr. Kwarteng’s actions remains ongoing, and the Ministry has yet to confirm what disciplinary action will be taken against other staff members who may have been complicit or negligent in the matter.

As Ghana takes corrective action to safeguard its diplomatic missions, stakeholders are hopeful that this episode will usher in a new era of accountability and service excellence for all foreign offices representing the nation abroad.
