The Petroleum Hub Development Corporation (PHDC) has signed a Memorandum of Understanding (MoU) with Mannschaft Engineering and Infrastructure Systems to secure GH₵300 million for compensation and construction of Phase One of Ghana’s petroleum hub.
The agreement, formalized at a signing ceremony in Accra, secures critical funding for compensation of affected landowners and paves the way for the commencement of Phase One of the ambitious Petroleum Hub project.
Speaking at the ceremony, Dr. Toni Aubynn, Acting Chief Executive Officer of the PHDC, hailed the agreement as a game-changer in overcoming one of the project’s major hurdles: land compensation.

He expressed confidence that Mannschaft’s involvement would not only unlock funds but also guarantee world-class engineering, logistical, and technical services for the hub’s initial phase.

Dr. Aubynn, speaking on behalf of President John Dramani Mahama and the Minister of Energy and Green Transition, praised Mannschaft’s bold commitment and urged other Ghanaian enterprises to emulate the firm’s example.
Mannschaft Steps Up

Under the terms of the agreement, Mannschaft Engineering and Infrastructure Systems will disburse GH₵150 million as partial compensation for landowners whose properties fall within the 20,000-acre site earmarked for the petroleum hub.
The company is also tasked with playing a lead role in the resettlement of communities impacted by the development, while providing additional financial, technical, and logistical support for Phase One construction.
Beyond the compensation package, Mannschaft is committing another GH₵150 million investment into the hub’s infrastructure.

With the MoU signed, Mannschaft’s first task will be the release of GH₵150 million to the Lands Commission to kickstart the compensation process for affected landowners.
Once received, the Lands Commission will issue an administrative fiat, formally declaring the acquisition of the project site and setting in motion the framework for compensating impacted families and communities.
This milestone will clear a critical hurdle that has stalled progress for years, unlocking the pathway to the hub’s construction.
The Petroleum Hub Project, one of Ghana’s most ambitious industrial undertakings, is envisioned as a world-class energy and petrochemical complex that will refine, store, distribute, and export petroleum products.
For Dr. Aubynn, the project is as much about national pride as it is about economic growth.
