United Nations Announces $500 Million Budget Cuts

The United Nations has announced revised estimates for its 2026 programme budget, outlining more than $500 million in reductions while rolling out the first measures of the UN80 Initiative, a reform agenda designed to strengthen the Organisation as it marks its 80th anniversary.

The proposals, communicated to the Advisory Committee on Administrative and Budgetary Questions (ACABQ), reflect a 15.1 per cent cut in resources and an 18.8 per cent reduction in posts compared with 2025. The support account for peacekeeping operations will also face reductions in the 2025/26 period.

The ACABQ, a subsidiary body that advises the General Assembly, will examine the proposals before submitting its recommendations to the Assembly’s Fifth Committee, where all 193 Member States will negotiate and take a final decision on administrative and budgetary matters.

Secretary-General António Guterres explained the rationale in a letter to Member States. He said the reductions followed an extensive review of how mandates are delivered and resources allocated. While emphasizing balance across the three pillars of the UN Charter – peace and security, human rights, and sustainable development – the Secretariat worked to identify opportunities to optimize delivery. “Reductions of this magnitude will entail trade-offs,” he acknowledged. 

“Entities have identified likely impacts on deliverables – such as narrowed scope, adjusted timelines or reduced frequency. We will also take mitigation measures to protect core mandates and service quality, including by prioritising high-impact outputs, pooling expertise across entities, and relying on virtual modalities and automation.”

Not all areas will see cuts. Programmes and activities directly supporting Member States, particularly least developed, landlocked, and small island developing States, will be shielded. Advocacy for Africa’s development, support for the Peacebuilding Fund, and the Resident Coordinator system will remain untouched. Regional economic commissions will see smaller adjustments, while the Regular Programme for Technical Cooperation is set to expand, bolstering capacity-building initiatives for developing countries.

Mr Guterres underlined that the reductions were targeted and not across the board. The reforms are intended to safeguard core priorities while making the Organisation more efficient in a time of growing political and financial pressures.

The broader reforms fall under the UN80 Initiative, which aims to reshape the UN into a more resilient institution. The initiative’s first measures, introduced in this budget cycle under Workstream 1, focus on management and operations.

Reform Measures Include Relocations And Cost Savings

Planned steps include creating new administrative hubs in New York and Bangkok, consolidating payroll into a single global team spread across New York, Entebbe, and Nairobi, and shifting some functions from high-cost locations such as New York and Geneva to lower-cost duty stations.

Savings are also expected from changes in real estate. By 2027, the Organisation plans to vacate two leased buildings in New York, with annual savings projected from 2028. Collectively, these changes are designed to reduce duplication, safeguard mandate delivery, and improve overall efficiency, while also responding to longstanding calls from Member States for streamlined operations.

The ACABQ is scheduled to begin hearings on the revised budget this week. Following review, the proposals will go before the General Assembly’s Fifth Committee for negotiation and approval, with a decision expected by December. If adopted, the changes will be phased in beginning in 2026, with further reforms introduced in subsequent budget cycles.

In a letter to UN staff, Mr Guterres acknowledged that the reforms would impact daily work. “You will be fully engaged and supported throughout the process,” he said, promising regular communication, opportunities for consultation, and practical guidance at every stage. 

He also stressed that accountability rests not only with him as Secretary-General but with managers and staff across the Organisation. The reforms, he noted, must be carried out “with fairness, empathy and professionalism,” ensuring that all personnel uphold UN values throughout the transition.
