Haruna Mohammed, Deputy General Secretary of the New Patriotic Party (NPP), has fiercely challenged the legal integrity of the High Court judgment that annulled the 2024 Kpandai parliamentary election, questioning the structure and judicial grounding of the 155-page ruling.
The Deputy General Secretary raised serious concerns over the judicial ethics and procedure applied in the Tamale High Court ruling, which ordered a rerun of the Kpandai election within 30 days. The sitting MP, Hon. Mathew Nyindam, who won the seat with 53.47% of the votes, has since lodged a multi-pronged legal attack against the decision.
“I am not a lawyer, but this is the first time, I have seen a judgement about 155 pages where the judge in his judgement failed to do a case law,” Haruna Mohammed stated, alleging that the judgment was procedurally flawed, claiming the presiding judge failed to perform a fundamental judicial duty.
The NPP official went further, claiming the judgment’s extensive length was padded with material that did not constitute judicial reasoning. He alleged that the judge had instead reproduced technical data submitted by the contesting lawyers.

This procedural challenge forms the core of the NPP’s aggressive legal counter-attack aimed at quashing the judgment before the mandated rerun can take place. The party has confirmed a three-step legal strategy: an appeal against the decision, an application for a stay of execution at the High Court, and an application for an Order of Certiorari at the Supreme Court.
The application for Certiorari, filed through the MP’s counsel, Gary Nimako Marfo, argues that the High Court erred in assuming jurisdiction over the NDC candidate Mr. Daniel Nsala Wakpal’s petition in the first place.
The Supreme Court is scheduled to hear this critical jurisdictional matter on Tuesday, December 16, 2025. The outcome will determine whether the election, which saw Hon. Nyindam defeat Mr. Wakpal by over 3,700 votes, must be rerun or if Nyindam’s victory will be restored.
Future Elections Strategy
However, despite. Hon. Mathew Nyindam’s win in the Kpandai Constituency, Haruna Mohammed admitted to major communication failings by the NPP in the 2024 general election, announcing “a critical new strategy to establish dedicated communication officers at every polling station nationwide.”
In a candid internal assessment, the Deputy General Secretary admitted that the NPP’s defeat in the 2024 election was significantly hampered by internal weaknesses in communications, particularly at the grassroots level.

He singled out the party’s inability to effectively counter the messages propagated by the opposition NDC. “We have not as a party been able to identify how to fight the propaganda tool of the NDC. It is only effective communication that will be able to address that,” he admitted.
This lapse in coordination and the failure to counter opposition narratives was described as one of the NPP’s “biggest weaknesses.”
“To rectify this, at the polling station level, we are putting in communication officers who will be able to take up the communication activities of the party. In that instance, we will be filling in those particular gaps that we saw in 2024″

This strategic deployment of communication personnel at the base of the party structure is intended to address poor coordination and ensure timely, effective counter-propaganda and information dissemination to voters.
If the NPP fails to secure a stay of execution or to quash the Kpandai judgment at the Supreme Court, and a rerun is ordered, this new, dedicated grassroots communication structure will immediately be put to the test in a high-stakes by-election scenario.

The success of this new communication strategy in Kpandai will be crucial to the party’s broader efforts to regain electoral momentum after the 2024 defeat.
