U.S. Embassy Engages AMA on Urban Reforms and Investment Opportunities

A Political Officer at the United States Embassy in Ghana, Michael Kmiecinski, has engaged the Accra Metropolitan Assembly (AMA) in discussions on urban reforms and investment opportunities in Accra. The meeting, held with the Mayor of Accra, Michael Kpakpo Allotey, focused on strengthening collaboration in city development, procurement transparency, and private sector participation.

The engagement comes at a time when Accra is undergoing a series of reforms aimed at improving infrastructure, enhancing service delivery, and positioning the city as a competitive destination for global investment. City authorities have increasingly prioritised partnerships with international stakeholders to support urban transformation and economic growth.

It also reflects broader Ghana–U.S. relations, where trade, investment, and governance reforms have been identified as key pillars of cooperation. Recent bilateral engagements have highlighted mutual interest in expanding economic opportunities and strengthening institutional frameworks to support sustainable development.

Procurement Reforms Key to Attracting Investors

A central focus of the discussions was the need for transparency and competitiveness in public procurement systems.Mr. Kmiecinski sought clarity on how the Assembly manages public funds, particularly within decentralised governance structures. He emphasised that transparent procurement processes are critical in attracting foreign investment.

… noting that such conditions allow companies to participate fairly in bidding processes. In response, the Mayor outlined reforms implemented within the Assembly to strengthen accountability. He explained that all contracts now go through open advertisement and competitive bidding in line with legal requirements.

He further noted that structured financial management has improved efficiency, with funds from the District Assemblies Common Fund now tied to specific development priorities such as sanitation, health, education, and infrastructure.

AMA Outlines Market Restructuring and Urban Priorities

Beyond procurement, the meeting highlighted ongoing urban reforms aimed at modernising Accra and improving economic activity. The Mayor disclosed that the Assembly has received approximately GH₵23 million as part of its 2025 allocation, which is being used to implement targeted programmes, including the development of 24-hour markets and job creation initiatives.

“We have engaged over 200 personnel under the 24-hour system to support sanitation, security and revenue mobilisation,” he noted. A key priority, he said, is the relocation of traders from roadsides into structured and affordable market spaces to decongest the city and improve traffic flow.

Projects currently underway include the redevelopment of major trading hubs such as Salaga Market, Makola Market (31st), Tuesday Market, and the London Market. These facilities are expected to include modern infrastructure such as health centres, security posts, and organised trading spaces. The Mayor added that the Assembly is exploring public-private partnerships, including build-operate-transfer models, to finance and manage some of these projects sustainably.

Transport Reforms and Governance Issues Discussed

Transportation reforms also featured prominently in the discussions, with the Mayor announcing plans to introduce a city-based metro bus system to ease congestion and improve mobility.“Improving mobility in Accra is critical to our broader development agenda,” he said, adding that complementary measures such as electric buses, small electric vehicles, and bicycles are also under consideration.

He further revealed that the Assembly is exploring restrictions on vehicle access to parts of the Central Business District during peak hours as part of broader traffic management strategies.

The meeting also touched on governance issues, including land administration. The Mayor acknowledged the continued role of traditional authorities, particularly the Ga Mantse, in land ownership and allocation within the capital. Additionally, concerns were raised about challenges faced by local government officials in accessing international platforms, especially visa-related constraints, which can limit participation in global engagements.

Strengthening Partnerships for Urban Transformation

The engagement between the U.S. Embassy and the AMA highlights the growing importance of international collaboration in addressing urban challenges and unlocking investment potential.Accra’s rapid urbanisation has placed increasing pressure on infrastructure and services, making reforms in governance, transport, and market systems critical to sustaining growth.

Similar engagements with other international partners have also focused on transport, infrastructure, and investment promotion, reflecting a broader strategy to attract global expertise and capital. As discussions progress, attention will be on translating policy reforms into practical outcomes that improve city management and create opportunities for businesses.

The meeting signals a shared commitment to building a more transparent, efficient, and investor-friendly urban environment, with the potential to position Accra as a leading economic hub in the region.
