In a significant move towards improving Ghana’s energy sector’s financial stability and sustainability, the World Bank has sanctioned a $250 million credit from the International Development Association (IDA) and an additional $10 million grant from the Energy Sector Management Assistance Programme (ESMAP).
This funding will support the four-year Ghana Energy Sector Recovery Programme for Results (PforR), aimed at enhancing the financial viability of electricity distribution and expanding access to clean cooking solutions across the nation.
The PforR initiative is designed to channel funds directly to energy sector utilities, enabling them to execute critical capital expenditure programs. These investments will be augmented by regulatory and policy reforms within the energy sector, supported under the World Bank’s Development Policy Financing series and the ongoing IMF Extended Credit Facility Programme for Ghana. This multi-faceted approach is expected to address both immediate financial challenges and long-term structural issues within the sector.
“Our access to sustainable energy is not just about powering homes and businesses, it’s about empowering communities, protecting the environment, and fostering inclusive and sustainable development.”
Dr. Mohammed Amin Adam, Minister for Finance
A key component of the PforR is the Clean Cooking Programme, which aims to significantly increase the use of Liquefied Petroleum Gas (LPG) among Ghanaian households, schools, and businesses. By providing direct incentives to subsidize the cost of stoves and accessories, the programme seeks to make clean cooking solutions more affordable and accessible.
This initiative is expected to yield numerous benefits, including market development, increased energy access, and improved public health and environmental outcomes by reducing air pollution and associated health risks.
The ESRP is poised to deliver a wide array of benefits to consumers, including enhanced market development, greater affordability, and increased energy access and equity.
Moreover, the programme is anticipated to have significant health and environmental benefits by mitigating air pollution and reducing health risks associated with traditional cooking methods. These improvements are aligned with Ghana’s broader goals of sustainable development and environmental protection.
