We are seeking a highly skilled and experienced Senior Estates Officer to oversee the management and maintenance of the Council’s physical infrastructure and assets.

Position Summary

The Senior Estates Officer will oversee the management, maintenance, and safety of NaCCA’s properties, buildings, and physical facilities. The successful candidate will ensure optimal use of institutional assets, maintain safe and functional work environments, and supervise contractors and service providers to deliver high-quality estate management services.

Key Responsibilities

Estate Management & Maintenance

  • Oversee the maintenance, repair, and structural integrity of all NaCCA buildings and facilities.
  • Coordinate routine inspections and ensure timely resolution of facility-related issues.
  • Develop and implement preventive maintenance plans for institutional properties.

Facilities & Space Management

  • Manage utilities, office space allocation, and facility usage across the institution.
  • Ensure efficient and cost-effective utilization of physical assets.
  • Monitor and optimize space planning to support operational needs.

Health, Safety & Compliance

  • Ensure compliance with occupational health, safety, and environmental standards.
  • Implement safety protocols across all facilities and premises.
  • Conduct regular safety audits and risk assessments.

Contractor & Service Supervision

  • Supervise estate contractors, security personnel, and cleaning service providers.
  • Monitor service delivery to ensure quality and adherence to contractual agreements.
  • Coordinate procurement and performance evaluation of facility service providers.

Asset Management & Reporting

  • Maintain accurate records of institutional assets and facilities.
  • Prepare periodic reports on estate management activities, maintenance status, and asset utilization.
  • Support strategic planning for infrastructure development and improvement.

Qualifications & Experience

  • Minimum of a Master’s Degree in Estate Management, Land Economy, Building Technology, or a related discipline.
  • Membership of a relevant professional body will be an added advantage.
  • Minimum of four (4) years of relevant post-qualification experience.
  • Must successfully pass a competitive selection process conducted by the Governing Board in consultation with the Public Services Commission.
