Ghana and Japan have once again demonstrated their commitment to strengthening their bilateral relationship by signing an agreement that focuses on human resource development. The signing ceremony for the “Project for Human Resource Development Scholarship” took place at the Ministry of Foreign Affairs and Regional Integration in Ghana.
The Deputy Minister for Foreign Affairs and Regional Integration, Hon. Kwaku Ampratwum-Sarpong, signed on behalf of the Government of Ghana, while the Ambassador of Japan to Ghana, H.E. Mr. Mochizuki Hisanobu, signed for Japan. The ceremony underscored the longstanding relationship between the two nations and their shared vision for mutual development and prosperity.
Hon. Kwaku Ampratwum-Sarpong expressed profound gratitude to the Government of Japan for its unwavering support in enhancing Ghana’s human resource capacity. He highlighted that the scholarship program is a testament to the strong bilateral ties and Japan’s commitment to Ghana’s developmental agenda.

The Project for Human Resource Development Scholarship is a critical initiative that provides our citizens with the opportunity to gain advanced skills and knowledge, which are essential for our nation’s development. The Deputy Minister further noted that the knowledge and skills acquired by Ghanaian nationals through this program would be instrumental in addressing the country’s developmental challenges and propelling its socio-economic progress.
Ambassador Mochizuki Hisanobu, in his remarks, emphasized the importance of human resource development as a cornerstone of Japan’s cooperation with Ghana. He pointed out that the scholarship project, which commenced in 2012, aims to empower highly capable young Ghanaian government officials by offering them the opportunity to pursue graduate studies in various fields. This initiative, he asserted, is designed to accelerate the social and economic development of Ghana by building a cadre of skilled professionals who can drive innovation and progress.
Commitment to Strong Partnership

The “Project for Human Resource Development Scholarship” is an initiative under the Japanese Government’s Official Development Assistance (ODA) program. The scholarship provides funding for Ghanaian government officials to pursue master’s and doctoral degrees in Japan, focusing on fields such as engineering, agriculture, health, and public administration. The program not only aims to enhance the technical expertise of its participants but also to foster a deeper understanding and cultural exchange between the two countries.
