In a significant move to address the dual challenges of climate change and disability inclusion, the Parliament of Ghana has launched the Climate and Disability Caucuses under the theme, “Strengthening Legislative Action for Climate Resilience and Sustainable Development in Ghana.”
This initiative underscores Parliament’s commitment to leveraging advocacy, legislative actions, and inclusive practices to create a resilient and equitable environment for all Ghanaians, including persons with disabilities.
The launch event, marked by speeches from key parliamentary figures, signified the dedication of Ghana’s legislative body to these pressing issues.
The Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin emphasized his deep commitment to the welfare of persons with disabilities. He cited the Directive Principle of creating a free and just society for all as a core mandate driving this initiative.
Speaker Bagbin highlighted the importance of ensuring that persons with disabilities are not only protected but also empowered to contribute meaningfully to society.

The 2017 Ghana State of the Environment report identified agriculture, health, water resources, built infrastructure, transportation, energy, and waste as the most sensitive sectors to climate change impacts. These challenges necessitate enhancing resilience and adapting to changing conditions, a primary objective of the newly formed Climate Caucus.
The Ghana Parliamentary Climate Caucus aims to promote sustainable development practices that prioritize environmental conservation. By advocating for policies and initiatives that support the sustainable use of natural resources, the Caucus seeks to address training and capacity-building needs, develop climate-resilient water transportation routes and energy infrastructure, and promote climate-smart agriculture and sustainable forestry practices.
Collaboration for Sustainable Development
The Chairman of the Disability Caucus, Dr. Clement Apaak, underscored the importance of personalizing disability issues, reminding everyone that disability can affect anyone at any time. He called for greater awareness and inclusion, ensuring that persons with disabilities are considered in all aspects of societal development.
Dr. Emmanuel Marfo, Chairman of the Climate Committee, also echoed the need for inclusivity in the fight for a sustainable environment. He highlighted the adverse effects of climate change, including crop losses, property damage, and community displacement, emphasizing that inclusive policies are crucial for effective climate action.
