Minority Petitions CHRAJ Over Sammy Gyamfi’s Dollar Gift

The Member of Parliament for Nalerigu-Gambaga, Hon. Mumuni Mohammed Nurudeen, has filed a petition on behalf of the Minority Caucus to the Commission on Human Rights and Administrative Justice (CHRAJ), the Office of the Special Prosecutor (OSP), and the Police Criminal Investigations Department (CID), requesting a full probe into the circumstances surrounding a dollar gift allegedly made by Mr. Sammy Gyamfi.

This follows growing concerns within the opposition benches about whether the action by the National Democratic Congress (NDC) National Communication Officer and acting CEO of GoldBod constitutes a breach of Ghanaian laws, ethics, and proper financial procedure.

“We heard that he was invited by the chief of staff. The same yesterday, we all heard the minister in charge of communication come out to say that Mr. Samuel Gyamfi… has been cleared by the number one clearing agent, His Excellency John Dramani Mahama”

In a move that signals unease within the Minority about how the incident is being interpreted publicly, Hon. Nurudeen took aim at what he described as premature conclusions about Gyamfi’s innocence.

He insisted that the president’s “cautioning” of Mr. Gyamfi should not be interpreted as a declaration of innocence. The MP expressed dissatisfaction with what he deemed a mischaracterization of the presidential action.

“We thought it wise that, no, that is not the right way to go,” he said, and proceeded to elaborate on the perceived violations by Mr. Gyamfi. 

“If you look at what Sammy Gyamfi did, we feel that he has violated some code of conduct and some laws of Ghana”

He further cited the Code of Conduct for Public Appointees, the Foreign Exchange Act 2006 (Act 723), and other statutes as areas of concern. According to the MP, the petition urges the investigative bodies to determine the source of the dollars gifted and examine if public or institutional funds were involved. 

“Where did Mr. Sammy Gyamfi get that huge amount of money that he doesn’t have Ghana cedis in his car, but he can put his hand into a bag and bring out an alleged $10,000 and dash to somebody?”

He also highlighted the need to assess whether the situation constituted a conflict of interest and abuse of office, particularly as Mr. Gyamfi currently holds dual public and party responsibilities.

In addition, the petition asks whether the transaction violates the recently introduced Code of Conduct for Public Officers announced by President John Dramani Mahama in 2025.

The MP underscored that the issues extend beyond ethical considerations. “We also want to know potential tax evasion by Mr. Sammy Gyamfi or the receiver of the money,” he stated.

Referring to historical precedents, Hon. Nurudeen contrasted the current response to Mr. Gyamfi’s situation with past actions taken under similar circumstances.

“Remember, Cecilia Dapaah, the former minister – it was the same issue, dollars issue – but she was punished by the then president.” He also cited Victoria Hammah’s dismissal for merely expressing a desire to earn a million dollars in public office, stressing that a precedent of accountability already exists in Ghana’s political history.

The Minority MP called on the relevant institutions to conduct the investigations independent of political influence or internal party sentiment.

“What we want them to do is to conduct an investigation into the matter so that if Mr. Sammy Gyamfi has not committed any offense, he’ll be cleared properly, but not the clearance His Excellency John Dramani Mahama has given to him”

Despite calling for a probe, the MP was keen to emphasise that the intention was not to tarnish Mr. Gyamfi’s image or future prospects. “No, that is not the case. We want the law to work.”

He concluded by noting that proper legal clarity on the issue, would help establish whether conduct such as  Sammy Gyamfi’s is acceptable of public officials in tomorrow’s Ghana. “But if the law says it’s a crime, it will serve as a lesson.”
