The Bawku conflict, a longstanding ethnic and territorial dispute in northern Ghana, has posed significant challenges to national security and stability.
As the National Security apparatus works to address this complex issue, financial clarity is crucial for effective conflict management and resolution.
Financial clarity ensures accountability for funds allocated to address the conflict. Without clear records, there is a risk of mismanagement and corruption, which can exacerbate the conflict.
National Security can demonstrate its commitment to accountability and transparency by maintaining transparent financial records.
Accordingly, Security Analyst Dr. Victor Doke has expressed dissatisfaction with the National Security Minister’s explanation for budgetary allocations related to the Bawku conflict, stating that it falls short of expectations and lacks sufficient clarity.
The Security Analyst, Dr. Victor Doke, contended that the National Security Minister’s explanation for the utilization of allocated funds was opaque and lacked transparency, raising concerns about accountability and effective resource management.
“Now, what we need to know is how much was allocated to which specific activity undertaken by the military. When you look at the current situation, what pertains on the ground is only hibernated, but the main issue itself is not solved. We need specifics from the Ministry and that will be more assuring”.
“We need to know to know how much was allocated for each specific activity undertaken by the military”.
Dr. Victor Doke
Dissatisfied with the Minister’s explanation, Dr. Doke emphasized the need for greater transparency and urged the government to provide a more comprehensive and clear accounting of the funds allocated to address the Bawku Conflict.
He stressed that a transparent approach will reassure the public of the government’s dedication to finding a durable solution to the Bawku conflict, going beyond mere crisis management to achieve long-term peace and stability.
Likewise, Dr. Doke indicated that financial clarity promotes trust-building between the National Security and local communities affected by the conflict.
Thus, when communities see that funds are being used effectively and efficiently, they are more likely to trust National Security’s efforts to address the conflict.
Maximizing Impact In Bawku Through Transparent Funding
Moreover, financial transparency facilitates informed decision-making and ensures effective resource allocation, allowing for the optimization of funds and maximization of impact in addressing the Bawku conflict.
By understanding how funds are being used, National Security can identify areas where resources are being wasted and redirect them to more effective initiatives.
Consequently, Bawku Central MP, Hon. Mahama Ayariga raised concerns about the legitimacy of these disbursements, citing the lack of transparency and clarity surrounding the allocation of funds, and questioning whether they were being utilized effectively.
The Bawku Central MP further expressed dissatisfaction with the Ministry of National Security’s explanation regarding the utilization of funds, deeming it inadequate and unclear, and thus unacceptable.
“The explanation of the Ministry does not add up. We cannot allocate such an amount to the Ministry, and yet there is next to nothing to show. This explanation is not satisfactory and does not meet best practices”.
Hon. Mahama Ayariga
Hon. Ayariga also pointed out that despite the significant funds being allocated to address the Bawku conflict, the local population remains plagued by poverty and hardship, as the conflict persists unabated, raising questions about the effective utilization of these resources.
Most importantly, financial clarity aligns with international best practices for conflict management and resolution.
Through a steadfast commitment to transparency and accountability, Ghana can showcase its dedication to resolving conflicts peacefully and sustainably, fostering trust and stability in the process.
Therefore, transparency in financial dealings is crucial for the National Security’s effective and trustworthy response to the Bawku conflict, as it ensures accountability, builds public confidence and ultimately facilitates a sustainable resolution.
By prioritizing transparency, accountability, and effective resource allocation, National Security can build trust with local communities, reduce the risk of corruption, and ultimately contribute to a more peaceful and stable Ghana.
