Traditional leaders have historically played pivotal roles in various communities, serving as custodians of culture, mediators of conflicts, and key players in community development.

Their responsibilities extend far beyond ceremonial functions to include governance, dispute resolution, and the preservation of cultural heritage. In many communities, traditional leaders are the first point of contact for conflict resolution, offering a more accessible and culturally relevant means of justice compared to formal legal systems.

In a significant move towards empowering traditional leaders, the Minister for Chieftaincy and Religious Affairs, Hon. Stephen Asamoah Boateng, has announced proposed amendments to the Chieftaincy Act. These amendments aim to restore some authority to traditional leaders, allowing them to adjudicate petty disputes within their communities.

This development, highlighted during a royal conference organized by the Church of Pentecost at Gomoa Fetteh in the Central Region, underscores the government’s recognition of the critical role traditional leaders play in societal development and governance.

The Chieftaincy Act, particularly Section 63(D), has been a contentious issue, with the Supreme Court previously disputing the authority of traditional leaders to resolve local disputes. This limitation has significantly constrained their scope and effectiveness.

Hon. Asamoah Boateng’s commitment to amending this section is a positive step toward revitalizing the traditional justice system. He emphasized the importance of the Chieftaincy institution, noting its profound impact on the moral and cultural fabric of the nation.

Beyond the legal amendments, the minister highlighted plans for the Chieftaincy Development Fund, aimed at providing financial resources and allowances to traditional authorities. This initiative is akin to the National District Assembly Common Fund, designed to ensure that traditional leaders have the necessary support to carry out their duties effectively.

“Beyond that, we need to also look at resourcing Nananom. The central government takes resources, and some must go back if we are given responsibilities to administer on our behalf and on behalf of the people.”

The Chieftaincy Development Fund will provide living allowances to traditional leaders, ensuring they are adequately compensated for their services.

This initiative is a significant step towards recognizing the contributions of traditional leaders and ensuring they have the financial stability to perform their duties effectively.

The provision of living allowances, adjustable based on economic conditions, reflects a thoughtful approach to supporting these leaders in a sustainable manner.

The proposed amendments and the Chieftaincy Development Fund represent a holistic approach to empowering traditional leaders. By providing them with the necessary legal authority and financial resources, the government is acknowledging their indispensable role in national development.
