On December 13, 1991, the Verkhovna Rada (Ukrainian parliament) endorsed the Concept of Defense and Development of the Armed Forces of Ukraine, which determined the main principles and areas of the development of the Ukrainian Army.

In a video address while walking to the Wall of Remembrance, President Volodymyr Zelenskyy congratulated the armed forces of Ukraine.
He said, “Today there is only one expression – “well done”. There is only one emotion – gratitude. And there is only one wish – victory.”
He urged Commanders take care of their soldiers.
The Ukrainian President also pointed to his country’s situation amid its fight against Russia’s invasion.
“It’s slippery, but I know we’ll make it. In every sense. Because I know that we are actually walking together. It was hard, but we endured. It’s not easy now, but we are progressing. No matter how difficult it may be, we will get there.
“To our borders, to our people. To our peace. A just peace. A free peace. Against all odds. Together with you. And thanks to you, our people, our Armed Forces of Ukraine.”

In addition, Zelenskyy asserted that for each and every Ukrainian, the Wall of Remembrance will be a reminder and “will serve as a wall for our spirit.”
“A wall that fear, despondency, despair, discord, or the thought of giving up won’t break through. We are strong. We are the wall. We stand,” he added.
Upon reaching the wall of remembrance, Zelenskyy laid flowers, honouring the memory of Ukrainian defenders who gave their lives for the country.
The honor guard warriors laid a wreath of flowers from the Ukrainian people at the Wall of Remembrance.
A moment of silence was observed in respect to the fallen heroes.
