Prime Minister Sir Keir Starmer has raised the alarm over the potential for an all-out war in the Middle East, as the region teeters on the edge of a broader conflict.
His concerns come ahead of his first address to the United Nations General Assembly as the UK’s new leader, where he is expected to lay out the UK’s strategy for addressing the mounting global crises.
Tensions in the Middle East have escalated in recent days, with Israel and Hezbollah exchanging fire across the Lebanon border.
The UK government has responded to the volatile situation by deploying approximately 700 troops to Cyprus, preparing for the possibility of an emergency evacuation if the situation deteriorates further.
During an interview on Wednesday morning, Sir Keir was asked whether he believed the Middle East was on the brink of a full-scale war. He expressed his deep concern, stating, “I am deeply concerned about it and I have myself put it in those terms, that we are essentially at a brink point and we have to come back from the brink.”
In preparation for potential regional instability, the UK has initiated the first stage of its contingency plan, sending military personnel to Cyprus, where they will work alongside Border Force and Foreign Office officials.
The Defence Secretary, John Healey, confirmed the troop movement on Tuesday night, following a meeting of the government’s Cobra emergency committee. The deployment is designed to ensure the UK is ready to respond swiftly to any developments, including the need to evacuate British nationals from Lebanon.
Lebanon has already seen an exodus of foreign nationals as the violence intensifies, and the British government has urged its citizens to leave the country while commercial flights are still available. However, with airlines suspending services due to the escalating conflict, the window for safe travel may soon close.
Responsible Global Leadership
Sir Keir’s speech at the UN is expected to focus on the UK’s commitment to playing a pivotal role in navigating the world through a period of significant unrest. Speaking from New York, the Prime Minister will pledge to deliver “responsible global leadership” in the face of conflicts in both the Middle East and Ukraine.
He will highlight the importance of international cooperation in addressing these challenges and emphasize the UK’s intention to be at the forefront of efforts to maintain global stability.
In a draft of his speech, which is due to take place on Thursday, Sir Keir will say: “We are returning the UK to responsible global leadership. This is the moment to reassert fundamental principles and our willingness to defend them. To recommit to the UN, to internationalism, to the rule of law.”
“War, poverty, and climate change all rebound on us at home. They make us less secure, they harm our economy, and they create migration flows on an unprecedented scale. The British people are safer and more prosperous when we work internationally to solve these problems, instead of merely trying to manage their effects.”

His remarks reflect a growing recognition that global crises, whether military or environmental, have far-reaching consequences for the UK. Starmer’s focus on multilateral solutions signals his desire for Britain to take a more prominent role on the international stage, particularly when long-standing conflicts destabilize entire regions.
Ukraine and U.S. Diplomacy
While the Middle East crisis will dominate much of the discussion at the UN General Assembly, Ukraine will also feature prominently. Ukrainian President Volodymyr Zelensky is using the platform to push for the authorization to use UK and U.S.-supplied missiles to target Russian facilities directly. Thus far, U.S. President Joe Biden has resisted such requests, preferring to avoid escalating the war beyond Ukrainian borders.
Sir Keir’s visit to the U.S. also comes as the country prepares for its presidential election, though it remains uncertain whether he will meet with either of the top candidates, Donald Trump or Kamala Harris, while in New York.
The Prime Minister’s debut at the UN offers an opportunity for him to outline the UK’s approach to the growing international challenges and to underscore his government’s intention to lead on the global stage.
