PEA: Corruption is the outcome of the failure of institutions. People are not corrupt because they are Ghanaians; they are corrupt because Ghanaian institutions don’t work well. Ghanaian institutions create incentives for corruption and they don’t have the capacity to sanction wrongdoers.
