Attorney-General Affirms President Akufo-Addo’s Claims Of His Office Saving GHS10 Trillion

The Attorney General and Minister for Justice of the Republic of Ghana, Godfred Yeboah Dame has affirmed President Akufo-Addo’s claims that his outfit saved the country GHs10 trillion and further stated that the amount saved by the Ministry from judgment debts payment, is more than GHS 15 trillion.

Speaking at a Press conference in his office, Mr. Godfred Yeboah Dame disclosed that over 15 trillion Ghana Cedis have been saved in respect of judgment debts that have been set aside since 2020.

According to him, there are more savings which the President did not mention in his statement, as the GH¢10 trillion was in respect to a single case.

Mr Godfred Yeboah Dame, during the press conference, noted that the Ten trillion cedis were just in one case involving the African Automobile Limited against the Ministry of Employment, Manpower and Labour Relations and the Attorney General.

He explained that the original order by the Court was GHC10, 331,849,000.00 which was a result of a default on the part of the government in a transaction for the supply of equipment and vehicles to the Government of Ghana.

According to him, the original sum was just about GHs 979,000 as of 1999 and by the time the judgment was awarded, it had ballooned to 10 trillion.

Mr Godfred Yeboah Dame recounted that following the judgement and the award, his office immediately filed processes to have the payment set aside, based on fraud.

He noted that the writ his outfit filed at the High Court, sought to challenge the order for payment based on fraud and a Grant and Application by the Court suspending the payment.

He stressed that the said action was instituted based on fraud and hence his outfit argued that it must begin at the High Court.

Furthermore, the Attorney General and Minister of Justice, Godfred Yeboah Dame pointed out that, per the final ruling setting aside the earlier order for payment, the government of Ghana is not under any obligation to pay any amount because, by their contention, the whole sum ought not to be paid, since they are not saying that they owe a part of it.

He also mentioned another case which involved the China Dalian case in which a total sum of 582 Billion Ghana Cedis was awarded against the government of Ghana.

Mr Godfred Yeboah Dame recounted that through his outfit effort, the Supreme Court in a ruling, in January 2023 set aside the order for payment on the basis that the claimant had no capacity at all.

“The court said if they want to claim the money, they must come to court and prove their identity and capacity and since then they have not been able to do so. They have no such capacity, the person who entered transactions with the State had died in England and does not exist”.

President Nana Addo Dankwa Akufo-Addo during his State of the Nation Address in Parliament on Tuesday, February 27 eulogized the performance of the Office of the Attorney General under his administration and underscored the significant role played by the office in saving the state from paying judgment debts totaling GH¢10 trillion.

President Akufo-Addo in his address stated that the Attorney-General has continued, in a very effective manner, the tradition under this administration of contesting every civil litigation against the state, and has avoided the numerous judgment debts that used to be awarded against the state, in which it has therefore saved the country over ten trillion Ghana cedis (GH¢10 trillion).
