Congo’s Oil and Gas Development Plans Unveiled

The Republic of Congo is set to establish a national gas company by the third quarter of 2024, aiming to meet the local gas demand and improve energy security. Minister of Hydrocarbons, Bruno Jean-Richard Itoua, revealed the country’s ambitious plans at the Invest in African Energy forum in Paris as the event concluded.

The Minister emphasized that the government’s primary focus is on forming a comprehensive gas master plan and a detailed gas code. This strategic initiative is part of the country’s broader agenda to bolster its oil and gas sector, which has seen rapid advancements in recent months with several large-scale LNG projects gaining momentum. Notable among these projects are Eni’s Congo LNG and Wing Wah’s multi-phase Banga Kayo initiatives.

“Gas will be transformed mainly for the local market. Gas, LPG, LNG – this is the main target. If there is any excess, then we will export it. In terms of exporting, it will not be for Europe, but for the sub-region, where the needs are also very high.”

Minister Itoua underscored the importance of public-private sector cooperation in advancing integrated gas projects and driving upstream investment. This collaboration is vital for increasing production and achieving market stability, with a goal to boost oil production by as much as 60% within the next one to two years.

The Republic of Congo has also seen significant merger and acquisition activity recently, with Trident Energy acquiring assets from Chevron and Total Energies, which is expected to enhance the operational efficiency and production capacity in the region.

“Maybe 95% of investment in the oil sector in the Congo comes from the International Oil Companies (IOCs). Our responsibility [as the government] is to create the best business environment, best legal network, and best facilities to attract investors and partners interested in building solutions with us.”

Addressing the balance between energy security and the energy transition, Minister Itoua highlighted the importance of achieving universal access to electricity and clean cooking solutions as key priorities for the Republic of Congo and the African continent. He stressed that solving energy poverty is the starting point for both the country and the broader region.

“Our starting point is to solve energy poverty – not only for ourselves but for the world. Is energy security in opposition to the energy transition? No – we can do both at the same time,” Minister Itoua affirmed.

Impact on the Republic of Congo

The establishment of a national gas company and the development of a gas master plan are poised to have several significant impacts on the Republic of Congo.

By focusing on local gas demand, the country aims to reduce its reliance on imported energy sources, ensuring a more stable and secure energy supply.

The creation of a national gas company and the resulting infrastructure projects are expected to generate jobs and stimulate economic activity. Increased oil and gas production could also lead to higher revenues for the government.

With a targeted approach towards transforming gas for local use, including LPG and LNG, more Congolese citizens are likely to gain access to reliable and cleaner energy sources. This can improve living standards and support economic development.

By exporting excess gas to the sub-region, the Republic of Congo can strengthen its economic ties with neighboring countries, positioning itself as a key energy supplier in Central Africa.

Focusing on clean cooking solutions and reducing energy poverty aligns with broader global goals of sustainable development and environmental conservation.

The Republic of Congo’s initiative to launch a national gas company and prioritize local gas demand marks a significant step towards energy self-sufficiency, economic development, and improved living standards for its citizens. The government’s strategic vision and emphasis on public-private partnerships are set to transform the nation’s energy landscape in the coming years.
