Pension Contributions to SSNIT Surge to GH₵6.8 Billion in 2023

The Social Security and National Insurance Trust (SSNIT) Pension Scheme in Ghana has recorded a significant increase in total contributions, reaching GH₵6.8 billion in 2023.

This impressive figure is highlighted in SSNIT’s operations report for the year, marking a substantial rise from the GH₵5.8 billion collected in 2022 and the GH₵4 billion in 2021. This upward trend demonstrates a consistent growth in pension contributions, with the 2023 figures reflecting a robust billion cedis jump from the previous year.

A closer examination of the 2023 operations report reveals that contributions from the private sector were particularly notable, amounting to GH₵4 billion against a target of GH₵3.5 billion. This performance exceeded expectations, achieving 113.9 percent of the set target.

In contrast, public sector contributions stood at GH₵2.8 billion by December 2023, falling short of the GH₵4.8 billion target and representing 66 percent of the anticipated performance.

During the same period, SSNIT disbursed GH₵5.4 billion in benefit payments, resulting in a GH₵1.4 billion difference between contributions and payouts. This indicates a significant rise in benefits, as total benefits in 2022 were GH₵4.1 billion, and in 2021, they were GH₵3.6 billion.

The data also revealed a noteworthy increase in active membership, which now stands at 1.9 million. This growth reflects the Trust’s efforts to expand its reach and improve the scheme’s sustainability. Additionally, SSNIT successfully recovered GH₵284 million in arrears, highlighting the management’s commitment to enhancing the scheme’s financial health.

Sustaining the Performance

To sustain and further enhance the performance of the pension scheme, SSNIT management has pledged to implement several strategic measures. These initiatives are designed to drive growth and ensure the long-term viability of the scheme.

SSNIT plans to train and encourage stakeholders, including the self-employed, to utilize the Trust’s digital platforms for contribution payments. This move aims to streamline the payment process, making it more efficient and accessible.

Collaboration with the Office of the Director General will be intensified to engage high-profile employers and quasi-governmental institutions with significant debt. The objective is to retrieve locked-up funds and improve the financial stability of the pension scheme.

Efforts will be made to intensify the enrollment of new members under the Self-Employed Enrolment Drive (SEED) initiative. Ensuring prompt payments from these members will be a priority to bolster the scheme’s revenue base.

With contributions reaching GH₵6.8 billion, the Trust has demonstrated its capability to mobilize resources efficiently. The significant increase in both private and public sector contributions, coupled with the strategic recovery of arrears, reflects a positive trajectory for the pension scheme.

As SSNIT continues to implement measures aimed at sustaining and growing the scheme, stakeholders can anticipate further improvements in efficiency and financial health. The emphasis on digital platform utilization, debt retrieval, and SEED member enrollment are promising steps toward ensuring the long-term success and sustainability of the SSNIT Pension Scheme.

With active membership on the rise and a robust framework for managing contributions and benefits, SSNIT is well-positioned to support the retirement security of Ghanaian workers, providing a reliable safety net for their future. The continued efforts to enhance the scheme’s operations and financial stability will undoubtedly benefit all stakeholders involved.
