Zoomlion Clarifies YEA Contract Status Amid Public Discourse

Zoomlion Ghana Limited has issued a formal clarification concerning the expiration of its contract with the Youth Employment Agency (YEA), following recent media reports and a letter from the Office of the President dated June 11, 2025.

The company emphasised that the contract, which solely covered the Street Sweeping Programme, reached its natural end in September 2024 after a six-month extension beyond its original March 2024 deadline.

“The contract has therefore reached its natural conclusion and expired. Contrary to claims in some media reports, this expiration does not constitute a termination or cancellation of the agreement by the government, and that is not what the Office of the President stated”

The company reiterated its longstanding relationship with successive governments spanning 19 years, noting that this partnership has played a significant role in advancing Ghana’s sanitation and sustainable development goals.

It further clarified that the letter from the Presidency did not reference the cancellation of any other ongoing contracts with Zoomlion or its continued involvement in the broader YEA sanitation module.

Zoomlion also welcomed the government’s intention to introduce competitive procurement processes for upcoming sanitation projects. According to the company, the recently expired YEA contract was itself competitively awarded in 2019, and it remains prepared to participate in all future tendering processes.

The company expressed its approval of reforms announced by the government aimed at improving conditions for frontline sanitation workers, including better remuneration.

“We remain deeply committed to ensuring dignified and sustainable livelihoods for sanitation workers across the country,” Zoomlion said, recognising the critical contributions and vital role of these workers to Ghana’s public health system, and pledged continued efforts toward their welfare.

Accountability and Institutional Strengthening

Zoomlion reaffirmed its support for government-directed accountability measures, including audits and payment verifications tied to the expired YEA contract.

The company said it was fully aligned with President John Dramani Mahama’s reforms under the RESET agenda, which prioritises Rebuilding, Equity, Sustainability, Empowerment, and Transformation.

Zoomlion expressed confidence that such reforms will enhance public trust, strengthen institutional frameworks, and improve service delivery across the board.

Beyond Ghana’s borders, Zoomlion revealed that its model has attracted attention from 24 African countries, many of which have signed memoranda of understanding, concession agreements, or launched feasibility studies to replicate its waste management strategies.

The company concluded its statement by expressing commitment to the sanitation objectives of President Mahama’s administration. It assured the public of its readiness to partner with government agencies and stakeholders in delivering innovative solutions that contribute to a cleaner, greener, and more resilient Ghana.

The Ministry of Sanitation and Water Resources has not issued a counterstatement, and no modifications to existing operational frameworks have been officially announced.
