Eban-Akoma Oil Discoveries

Ghana’s upstream petroleum sector has taken a significant step forward with the official submission of the Declaration of Commerciality (DOC) for the Eban-Akoma discoveries in the Cape Three Points Block 4 (CTP-B4).

The Ministry of Energy and Green Transition announced on July 4, 2025, that the Joint Venture (JV) Partners operating the block had submitted the official declaration, marking a pivotal moment for the country’s upstream petroleum sector.

Hon. John Abdulai Jinapor, Minister for Energy and Green Transition, welcomed the milestone as a clear demonstration of Ghana’s growing stature in the global oil and gas industry. “The Declaration of Commerciality for the Eban-Akoma discoveries is a major boost to our oil and gas sector,” the Minister said.

The Declaration of Commerciality was submitted on July 3, 2025, by the Joint Venture (JV) Partners: Eni Ghana Exploration & Production Ltd, Vitol Upstream Tano Ltd, Woodfields Upstream Ghana Ltd, and GNPC Exploration & Production Company Ltd (Explorco).

Working in collaboration with the Ghana National Petroleum Corporation (GNPC), the consortium confirmed the commercial viability of hydrocarbons in the Eban-1X oil well and the Akoma-1X gas and condensate well following the successful completion of the Eban-Akoma Appraisal Programme.

The appraisal, conducted in accordance with Ghana’s Petroleum (Exploration and Production) Act, 2016 (Act 919) and the CTP-B4 Petroleum Agreement, clears the path for a new wave of development in the country’s offshore petroleum sector.

Toward Sustainable Development

The declaration marks the beginning of a new chapter in Ghana’s upstream oil and gas journey. It moves the Eban-Akoma discoveries from an exploration phase into the developmental planning stage, where key decisions around infrastructure, investment, and local capacity building will take center stage.

The JV Partners are now set to begin crafting a comprehensive Plan of Development (POD) for the Eban-Akoma resources. The plan will aim for optimal recovery of hydrocarbons while ensuring value maximization for all stakeholders. Central to this next phase is the inclusion of local content, a long-standing priority of Ghana’s energy policy.

According to industry officials, the POD will not only outline the technical roadmap for full-scale production but also embed mechanisms to increase Ghanaian participation in the sector — from employment to technology transfer and supply chain opportunities.

The Ministry has assured that the Petroleum Commission and GNPC will maintain close oversight as the project transitions into development.

All technical, environmental, and commercial evaluations will be thoroughly conducted to ensure the project aligns with Ghana’s long-term energy strategy, including its ongoing transition to cleaner and more sustainable energy solutions.

For a country seeking to balance energy independence with environmental stewardship, the Eban-Akoma DOC comes at a timely moment.

The commercial viability of these offshore resources is not only expected to reduce the nation’s reliance on imported fuels but also to provide a much-needed boost to domestic power generation, industrial output, and export revenues.

With the Eban-1X well containing predominantly oil and the Akoma-1X well yielding gas and condensates, the dual nature of the discoveries offers flexibility in future development options — from refining to gas-to-power projects and petrochemical ventures.

As the Joint Venture Partners gear up for the next phase of this transformative project, stakeholders across the board — from government to communities — are watching with hopeful anticipation.

The successful development of the Eban-Akoma project could not only change the country’s energy landscape but also serve as a model of responsible resource management and inclusive economic growth.

The coming months will be critical as the Plan of Development is finalized, investment decisions are made, and partnerships are formed. But one thing is clear: Ghana is stepping confidently into a new era of energy advancement, and the Eban-Akoma discoveries are poised to be at the heart of that journey.
