The Governing Board of the National Service Authority (NSA) has inaugurated a Transition and Implementation Steering Committee (TISC) to oversee the Authority’s transition to a new digital platform aimed at enhancing transparency, efficiency, and accountability in the administration of national service.
The move comes on the back of a directive from the Office of the President, dated June 17, 2025, to the Minister of Youth Development and Empowerment. The directive called for the suspension of the existing national service deployment system, an audit of its operations, and the development of a new digital platform that meets higher standards of security and real-time verification.
“The audit, which has since been completed, found the system unsatisfactory. Consequently, the Minister has written to the Board to initiate the necessary legal processes to ensure that the contract for the audited system, which expired in August 2025, is not renewed and to take further steps towards the design and deployment of a new digital platform that guarantees transparency, security, and real-time verification of service personnel postings”.

In line with this directive, the newly inaugurated Transition and Implementation Steering Committee has been tasked with ensuring an orderly migration from the old platform to a modern ICT-led system.

The new platform will cover the core areas of the NSA’s work, including personnel enrolment, postings, payroll and allowances, as well as overall scheme administration.
The NSA emphasized that the committee derives its authority from both the Minister’s directive and the Governing Board. It has also been empowered to issue instructions to departments within the Authority and to collaborate with external partners in pursuit of its mandate.
The Transition and Implementation Steering Committee is chaired by Dr. Wisdom Atiwoto, a Member of the NSA Board and Director of Research, Statistics and Information Management at the Ministry of Health.
The committee brings together a blend of institutional leaders and external experts. Members include Ms. Ruth Dela Seddoh, Director-General of NSA; Mr. Shadrack Mensah and Ms. Elorm Goh, both Board Members; Mr. Benjamin Freeman Kusi, Head of Management Information Systems at NSA; and Ms. Jennifer Opong, Head of Internal Audit at NSA.
The team is further supported by external advisors drawn from diverse professional backgrounds. These include Dr. Stephan Nwolley, Chairperson of the ICT Sector of the Association of Ghana Industries; legal practitioner Mr. Koku Abotsi; software engineer Mr. Japhet Kuntu; banker Mr. Nabil Abubakar Hussayn; and Ms. Regina Obenewa Penrose, Esq., who serves as the committee secretary.

Commitment to Accountability
The Authority expressed confidence that with the combined expertise of the committee members, the TISC will deliver a digital platform that is robust, secure, and future-ready. The system, according to the NSA, is expected to anchor the next phase of the National Service Scheme and strengthen public trust in its operations.
Reaffirming its commitment to accountability, the NSA assured all stakeholders, particularly national service personnel, that the reforms will not disrupt its statutory obligations under the National Service Act, Act 1119 (2024).
It added that personnel due for postings and those currently serving will not experience any interruptions in allowances or administrative processes during the transition period.

The NSA Board concluded by stating that updates on the progress of the Transition and Implementation Steering Committee’s work will be communicated in due course.
The inauguration of this committee marks an important step in modernizing the administration of national service, as Ghana seeks to adopt digital solutions that reflect best practices in public sector management.
