Minister for Interior Muntaka Mubarack Mohammed

The Minister for Interior, Hon. Muntaka Mubarack Mohammed, has reaffirmed the government’s determination to safeguard Ghana’s digital environment as the country officially opened the 2025 Cyber Security Awareness Month.

The annual observance, which reflects Ghana’s growing commitment to building a safe, secure, and resilient cyberspace, comes at a time when the rapid pace of digital transformation has been matched by equally complex cyber threats.

Speaking at the launch, the Interior Minister noted that while digital space has become central to Ghana’s economy, governance, education, and daily social interactions, it has also emerged as a dangerous frontier fraught with risks.

“The digital space, while full of promise, is increasingly fraught with peril. Alongside its opportunities come real and persistent threats such as online fraud, identity theft, child online exploitation, and cyber-enabled financial crimes. These threats undermine trust in our digital economy and compromise the safety of our citizens.”

Minister for Interior, Hon. Muntaka Mubarack Mohammed

The minister stressed that the government remained steadfast in confronting these challenges, with the Ghana Police Service playing a central role in protecting the nation’s cyberspace. He cited the recent success of the Cyber Crime Unit of the Ghana Police Service during Operation Contender 3 in August 2025, a major initiative coordinated by Interpol with the participation of 14 African countries.

“I am pleased to note that Ghana distinguished itself during this operation by emerging among the top-performing countries. Our Cyber Crime Unit successfully arrested 68 suspected cybercriminals, identified 108 victims, and seized over 885 electronic devices linked to illicit activities.

“This remarkable achievement underscores the unwavering commitment of the Government of Ghana to safeguarding our digital space, protecting our citizens, and contributing to the global fight against cybercrime.”

Key Areas

He outlined five key areas in which the Ghana Police Service is advancing the fight against cybercrime: crime investigation and digital forensics, intelligence gathering and threat monitoring, capacity building and specialized training, public awareness and stakeholder engagement, and international and interagency collaboration.

The Interior Minister disclosed that the Ghana Police Service, through its Specialized Cybercrime and Digital Forensics Unit, is currently investigating a wide range of cases, including mobile money fraud, online impersonation, sexual extortion, and financial cybercrimes.

He further explained that the newly equipped modern Digital Forensics Laboratory has strengthened the police’s ability to examine seized digital devices such as computers, mobile phones, and storage media, thereby producing credible evidence in court to secure justice for victims.

On intelligence gathering, Hon. Mubarack emphasized the importance of a proactive approach. “In this fast-evolving landscape, proactive intelligence gathering and threat monitoring are essential,” he said.

He noted that the police are employing advanced cyber intelligence tools, open-source intelligence techniques, and international data-sharing platforms to identify, track, and neutralize threats before they escalate. This, he explained, has enabled law enforcement agencies to uncover cross-border criminal networks and better protect Ghana’s digital ecosystem.

He also highlighted the government’s investment in human capacity development. The Ghana Police Service is actively training investigators, forensic experts, and prosecutors in modern digital investigative techniques in partnership with the Cyber Security Authority, academic institutions, and international partners, including Interpol.

He further disclosed that the Chinese Ministry of Public Security has offered to extend expertise in cybercrime prevention to Ghana’s security services in the coming years.

Calls for Public Support

Hon. Mubarack emphasized that cyber security is not the responsibility of government alone but a shared responsibility of all stakeholders. He praised the Ghana Police Service for its efforts in public education through outreach programs and Ghana Police TV, particularly in raising awareness about phishing, online scams, child protection, and safe digital habits.

Collaborations with telecom operators, banks, and civil society organizations, he added, have ensured that education reaches vulnerable groups, particularly the youth, who are most exposed to online risks.

He further underlined the importance of international and national collaboration in fighting cybercrime. “Cybercrime knows no borders,” he said, noting that the Ghana Police Service has deepened its cooperation with Interpol and other regional partners to share intelligence, conduct joint operations, and track cybercriminals beyond Ghana’s frontiers.

At the national level, partnerships with the Bank of Ghana, financial institutions, Internet service providers, and the Cyber Security Authority have also strengthened the country’s resilience against cyber threats.

“As we open Cyber Security Awareness Month 2025, let us remind ourselves that cyber security is not only the responsibility of the police or government but of every citizen and stakeholder.

“Each of us has a role to play, whether by safeguarding our personal data, verifying information before sharing it, or reporting suspicious online activity. Together, let us continue to build a digital Ghana that is safe, trustworthy, and resilient, where opportunities in cyberspace are fully harnessed for development and threats are collectively defeated.”

Minister for Interior, Hon. Muntaka Mubarack Mohammed

Hon. Mubarack commended the Ghana Police Service and its partners for their tireless efforts in the fight against cybercrime, expressing confidence that Ghana would continue to be a strong player in regional and global initiatives to secure digital spaces. He urged citizens to actively support the government’s efforts to ensure that Ghana remains both digitally innovative and secure.
