Energy Minister Applauds NPA Chief’s Downstream Petroleum Reforms

Ghana’s Minister for Energy and Green Transition, John Abdulai Jinapor, has commended the Chief Executive Officer of the National Petroleum Authority (NPA), Mr. Godwin Kudzo Tameklo (Esq.), for his innovative leadership in regulating the downstream petroleum sector and ensuring a consistent, reliable supply of fuel across the country.

Speaking during a working visit to the NPA headquarters in Accra on Wednesday, the Minister lauded Mr. Tameklo’s proactive approach to policy execution and collaboration, describing his leadership as instrumental in advancing government’s broader energy transition and economic stability goals.

The Minister said, “Let us continue with the cooperation to serve Ghanaians,” emphasizing the importance of synergy between the Ministry and the NPA in delivering efficient petroleum services and supporting Ghana’s energy reform agenda.

The visit formed part of Mr. Jinapor’s familiarization tour of energy sector agencies, aimed at strengthening coordination and assessing institutional readiness as the government intensifies reforms toward sustainable energy systems.

In his remarks, Minister Jinapor described the NPA as a critical link in Ghana’s petroleum value chain, noting that the Authority’s operations directly influence the efficiency and sustainability of the upstream and midstream segments.

“The NPA represents a critical part of the petroleum value chain.

“What you do affects the upstream. A strong and responsive NPA ensures the entire sector functions effectively.”

He reaffirmed the government’s determination to equip the Authority with the legal, policy, and operational tools necessary to keep pace with global standards and industry transformation.

The added, “We are determined to empower the NPA to stay ahead through law, policy, systems, and human capacity,” stressing the need for the Authority to be both adaptive and innovative in addressing emerging challenges.

Minister Jinapor urged NPA staff to embrace efficiency, transparency, and technological modernization in their work, highlighting the Authority’s role as a linchpin in ensuring fuel availability, pricing stability, and consumer protection.

He also noted the increasing number of DV (dealer and vehicle) registered vehicles in the country as an indicator of expanding fuel demand, calling on the NPA to align its regulatory and logistical frameworks to accommodate the growth in vehicle ownership and fuel consumption.

“The industry is evolving rapidly, and the NPA must continue adapting to serve consumers effectively.

Welcoming the Minister and his delegation, Mr. Godwin Kudzo Tameklo expressed gratitude for the Energy Ministry’s continued support and praised the dedication of NPA staff in driving reforms within Ghana’s downstream petroleum industry.

Mr. Tameklo credited his management team, including the Directors, Heads of Departments, and technical staff, for their contributions to improving regulatory systems, enhancing market supervision, and ensuring product integrity at every stage of the petroleum distribution chain.

“It has been a learning curve working with the Minister, given his rich experience, having served as Deputy Minister of Energy and Ranking Member on the Energy Committee of Parliament.”

Under his leadership, the NPA has prioritized reliable fuel supply, stricter enforcement of industry safety standards, and ongoing digital transformation initiatives to modernize operations and enhance transparency in licensing, pricing, and distribution.

Aligning with Ghana’s Energy Transition Vision

The Minister’s visit also underscored Ghana’s broader commitment to achieving a balanced and sustainable energy transition.

He noted that the downstream petroleum sector remains a crucial enabler of national economic growth even as the country shifts towards cleaner and more sustainable energy sources.

Minister Jinapor reiterated that while Ghana is embracing renewable energy and decarbonization pathways, petroleum will continue to play a pivotal role in the economy for the foreseeable future.

Ensuring efficiency and stability in the downstream market, he said, is therefore essential to cushioning consumers and maintaining investor confidence during the transition.

The collaboration between the Ministry and the NPA is expected to accelerate Ghana’s downstream modernization, with ongoing projects including digital licensing systems, enhanced monitoring of petroleum depots, and improved safety oversight across retail outlets.

The visit concluded with a renewed pledge of cooperation between the Ministry of Energy and the NPA, with both parties committing to work closely to ensure that Ghana’s petroleum sector remains efficient, competitive, and future-ready.
