Shenzhen Energy Targets Ghana’s Expanding Solar Market

Ghana’s push to transform its electricity mix through renewable energy has received another boost, with Chinese power producer Shenzhen Energy announcing plans to invest US$34 million in a new 50-megawatt solar power plant in the Savannah Region, reinforcing growing investor confidence in the country’s long-term clean energy ambitions.

The proposed photovoltaic facility, which will be developed through the company’s Ghanaian subsidiary, Sunon Asogli Power, is expected to be located in the Central Gonja District and forms part of Shenzhen Energy’s broader strategy to deepen its presence in Ghana’s electricity sector.

The investment comes as government accelerates efforts to diversify the national energy mix, reduce dependence on thermal generation and unlock the country’s vast renewable energy potential under its long-term energy transition agenda.

Although Ghana has emerged as one of sub-Saharan Africa’s strongest performers in electricity access, renewable energy, particularly utility-scale solar, continues to represent only a modest share of the country’s overall generation mix, leaving significant room for expansion.

The government aims to add 3,000 megawatts of solar capacity by 2030.

Investor Confidence Grows Around Ghana’s Energy Transition

The latest investment signals continued international confidence in Ghana’s evolving renewable energy landscape, particularly as policymakers intensify efforts to position the country as a regional destination for green investment.

Unlike earlier phases of Ghana’s electricity development, which relied heavily on hydroelectric generation before shifting towards thermal power, current energy policy increasingly seeks to balance energy security with sustainability by expanding solar deployment across utility-scale, commercial and decentralised systems.

The Shenzhen Energy project aligns closely with that broader strategy.

Rather than replacing existing generation sources, the planned facility is expected to complement Ghana’s existing electricity infrastructure by diversifying supply while supporting long-term decarbonisation objectives.

The investment also reflects growing recognition among international developers that Ghana’s relatively stable regulatory environment, improving electricity infrastructure and expanding demand continue to make the country an attractive destination for renewable energy projects.

Solar Capacity Continues to Expand

Ghana’s solar industry has recorded steady growth over the past decade, although it still occupies a relatively small position within the national electricity mix.

Installed solar capacity has expanded considerably in recent years, yet solar generation continues to account for less than five per cent of electricity production, leaving thermal and hydropower as the dominant sources of supply.

That imbalance partly explains government’s renewed emphasis on scaling up renewable energy investments.

The country’s renewable energy strategy increasingly recognises that future electricity demand cannot be met sustainably through conventional generation alone, particularly as industrial activity, urbanisation and population growth continue to increase electricity consumption.

The planned 50-megawatt facility therefore represents more than another independent power project; it reflects a broader effort to build greater resilience into Ghana’s electricity system through diversified generation sources.

A Pipeline of Renewable Investments

Shenzhen Energy’s announcement adds to an expanding pipeline of renewable energy projects currently under development across Ghana.

Government and private investors have increasingly pursued utility-scale solar parks alongside commercial rooftop installations, mini-grids and off-grid systems designed to improve electricity access while reducing pressure on conventional power generation.

The country’s largest utility-scale photovoltaic project, the Norbert Anku Solar Park, is currently under construction within the Dawa Special Economic Zone and forms part of a longer-term plan to develop one gigawatt of solar generation at the site.

At the same time, commercial rooftop solar installations have continued to expand, particularly within industrial enclaves where businesses are seeking greater energy reliability while lowering operating costs and carbon emissions.

Government has also introduced programmes supporting distributed solar systems, recognising that decentralised generation can improve electricity access in underserved communities while reducing dependence on the national grid.

Together, these initiatives illustrate a shift towards a more diversified renewable energy ecosystem rather than reliance on a single technology or delivery model.

Why Savannah Matters

The decision to locate the project in the Savannah Region also carries strategic significance.

Northern Ghana possesses some of the country’s strongest solar irradiation levels, making it particularly suitable for large-scale photovoltaic development.

Expanding renewable energy infrastructure beyond the country’s traditional industrial centres could also contribute to more balanced regional development by attracting investment into areas that have historically received less energy infrastructure.

Beyond electricity generation itself, construction activities are expected to create employment opportunities while stimulating demand for local goods and services throughout the project’s development phase.

Although the long-term operational workforce for solar facilities is typically smaller than during construction, renewable energy projects increasingly generate broader economic benefits through infrastructure development, maintenance services and local supply chains.

Meeting Long-Term Energy Targets

The investment also supports Ghana’s longer-term energy planning objectives.

Government has set an ambitious target of adding 3,000 megawatts of solar capacity by 2030 under its broader energy transition framework, which seeks to gradually increase the role of renewable energy within the national generation mix.

The National Energy Transition Framework identifies Ghana’s technical solar potential at approximately 35,000 megawatts, suggesting that current installed capacity represents only a small fraction of available renewable resources.

Realising even part of that potential, however, will require sustained private investment alongside supportive policy, financing mechanisms and transmission infrastructure capable of integrating growing volumes of intermittent renewable generation.

This makes projects such as Shenzhen Energy’s increasingly important.

Each additional utility-scale solar investment strengthens market confidence while demonstrating the commercial viability of renewable energy development in Ghana.

More Than an Energy Project

The significance of Shenzhen Energy’s investment extends beyond the additional 50 megawatts it will contribute to the national grid.

It highlights an emerging shift in Ghana’s electricity sector—from one primarily concerned with expanding access towards one increasingly focused on building a cleaner, more diversified and climate-resilient power system.

For years, the country’s energy policy centred largely on ensuring sufficient generation capacity to meet rising demand.

Today, that conversation has broadened to include energy security, emissions reduction, industrial competitiveness and long-term sustainability.

Foreign investment remains central to achieving those objectives.

Large-scale renewable projects require significant capital, advanced engineering expertise and technological capability that often depend on international partnerships.

The proposed Shenzhen Energy development therefore reinforces an important message for Ghana’s energy transition: achieving ambitious renewable energy targets will require sustained collaboration between government and private investors.

If more projects of similar scale continue to enter the market, Ghana could move substantially closer to transforming solar power from a marginal contributor into a meaningful pillar of its future electricity system, strengthening energy security while positioning itself as one of West Africa’s emerging renewable energy destinations.
