UEFA Member Associations Unite Against FIFA Forward Enterprise Proposal

UEFA and its 55 member associations have unanimously voted to oppose FIFA’s proposed FIFA Forward Enterprise (FFE), escalating the growing dispute over plans to introduce private investment into the commercial operations of world football’s governing body.

The decision, announced in a strongly worded joint statement on Thursday, July 30, marks the clearest resistance yet to FIFA President Gianni Infantino’s proposed reforms, which UEFA believes threaten the long-term independence of the sport’s biggest competitions.

Europe’s football governing body confirmed that all 55 national associations stand together in rejecting any move that would allow private investors to acquire ownership interests in FIFA competitions, including the FIFA World Cup.

The latest development comes only days after Infantino presented the FIFA Forward Enterprise proposal, describing it as the beginning of a consultation process rather than a final decision. According to FIFA, the initiative is designed to commercialise and manage FIFA-owned competitions more efficiently while attracting external capital to unlock football’s commercial potential.

Infantino has defended the proposal by insisting it is an opportunity rather than an obligation, arguing that the additional investment would enable football to realise its full potential without compromising the sport’s values.

UEFA, however, has dismissed that argument, warning that the proposal risks fundamentally changing the governance of global football by placing commercial interests ahead of sporting priorities.

Europe Draws a Firm Line

In its statement, UEFA said its opposition extended beyond the way the proposal had been introduced, accusing FIFA of failing to properly consult key stakeholders before bringing the plan close to approval. “It is both irresponsible and indefensible that a proposal of such significance for football was conceived in secret and brought to the brink of approval without any meaningful consultation with those entrusted with stewarding the game.”

UEFA added that national associations were effectively being forced into accepting the reforms, arguing that the process amounted to “governance by intimidation” rather than genuine democratic decision-making.

The organisation’s strongest criticism, however, centred on the prospect of private ownership becoming part of football’s most prestigious competitions. “The World Cup cannot be treated as an investment product,” UEFA declared. “It is one of football’s greatest sporting legacies… The World Cup is not for sale.”

According to UEFA, allowing investors to acquire ownership interests would permanently alter the priorities of world football, making financial returns an unavoidable consideration in future decisions. “The moment external investors acquire ownership interests in FIFA competitions, football changes forever,” the statement read.

It warned that decisions relating to the international calendar, tournament formats and the future direction of the game would increasingly be influenced by shareholder expectations rather than what benefits football itself.

Boycott Threat Raises Stakes

UEFA also issued its strongest warning yet, confirming that its member associations are prepared to withdraw from FIFA competitions if the proposal proceeds. “As a result of today’s discussion, no UEFA national teams will participate in any FIFA competition for so long as these proposals remain alive,” unless FIFA abandons the plan entirely and provides binding assurances that private ownership will never be introduced into its competitions or governance.

The declaration represents a significant escalation in the dispute and raises the possibility of a major split within world football should both parties fail to reach common ground.

The FIFA Forward Enterprise proposal has emerged as one of the most contentious governance reforms in recent years. FIFA believes the initiative could generate substantial investment to support football’s growth, improve commercial operations and maximise the value of its competitions.

Critics, however, fear the model would shift football’s priorities towards satisfying investors rather than protecting the interests of national associations, clubs, players and supporters.

UEFA has been at the forefront of opposition since details of the proposal emerged earlier this week, consistently arguing that football’s governing institutions are custodians rather than owners of the sport’s heritage.

Closing its statement, UEFA reaffirmed its determination to resist the reforms, insisting that football’s biggest competition must remain beyond private ownership.

“There are moments when institutions are judged not by what they are prepared to accept, but by what they refuse to compromise. Some things are simply too important to sell. The FIFA World Cup belongs to football. It always will.”
