IMF Assesses Ghana’s Economic Stability as Critical PCI Review Enters Defining Week

Ghana’s economic recovery is heading into another important test as the International Monetary Fund (IMF) prepares to conclude its first review engagement under the country’s Policy Coordination Instrument (PCI), with fiscal discipline, monetary policy, debt sustainability and economic stability taking centre stage.

The IMF mission, led by Dr Ruben Atoyan, is expected to wrap up its engagements this week following extensive discussions with government officials, financial sector stakeholders and other institutions on the country’s economic performance and reform agenda.

The closing discussions are expected to place Ghana’s progress against key quantitative targets for the year ending September under close examination, alongside the policies required to preserve recent macroeconomic improvements.

The outcome of the engagement could become an important indicator of whether Ghana is maintaining the policy discipline needed to consolidate its economic recovery and strengthen confidence among investors, development partners and international financial institutions.

The mission is expected to hold final discussions with Finance Minister Dr Cassiel Ato Forson and Bank of Ghana Governor Dr Johnson Asiama. The team may also engage members of Parliament, including the Finance Committee, as it completes its assessment.

Ghana’s Economic Recovery Faces Fresh IMF Scrutiny

The review comes at a particularly important moment for Ghana, as policymakers seek to protect recent economic gains while addressing longstanding fiscal and structural challenges.

Discussions between the IMF team and Ghanaian authorities have covered the country’s fiscal performance, revenue mobilisation and preparations for the 2027 Budget.

The Fund is examining economic developments during the first nine months of the year, with particular attention to the government’s ability to maintain fiscal discipline and meet its commitments.

Revenue mobilisation remains a major consideration, especially as government faces competing demands for infrastructure investment, social spending and other development priorities.

The discussions are also expected to examine expenditure management for the remainder of the year and the government’s spending plans for 2027.

These conversations carry considerable significance because the upcoming budget is expected to prioritise infrastructure investment as part of the broader economic transformation agenda.

However, balancing ambitious development spending with fiscal responsibility will remain a difficult exercise. Any substantial increase in expenditure must be supported by sustainable revenue mobilisation and effective spending controls to prevent a return to the fiscal pressures that contributed to Ghana’s recent economic difficulties.

Bank of Ghana’s Independence and Financial Position Under Review

Beyond fiscal policy, the IMF mission has turned its attention to the monetary and financial sector, examining the Bank of Ghana’s inflation-targeting framework and foreign exchange arrangements.

Sources indicate that the team has assessed the central bank’s financial position, international reserves and measures intended to safeguard its institutional independence.

These issues are particularly important as Ghana seeks to consolidate improvements in inflation and exchange rate stability.

The Bank of Ghana’s ability to maintain monetary policy credibility will be critical to sustaining price stability and reinforcing confidence in the domestic currency.

The review of international reserves also comes against the background of Ghana’s efforts to strengthen its external buffers and improve its capacity to withstand external shocks.

A stronger reserve position provides an important cushion against unexpected pressures on the balance of payments, particularly in an economy exposed to movements in global commodity prices, import demand and international financial conditions.

The IMF’s examination of foreign exchange arrangements could also provide an opportunity to assess whether existing policies are supporting a more predictable and resilient currency market.

Banking Sector and Energy Challenges Remain on the Agenda

The financial sector has also featured prominently in the mission’s engagements, with discussions covering the banking industry, energy sector and ongoing reforms involving some state-owned banks.

The attention given to the banking sector reflects its importance in supporting economic recovery, mobilising domestic savings and providing credit to businesses.

Although Ghana’s financial system has undergone significant reforms in recent years, maintaining stability and improving the quality of bank assets remain important priorities.

The discussions involving state-owned banks are equally significant, particularly as authorities pursue reforms aimed at strengthening governance, operational efficiency and financial sustainability.

The energy sector has also attracted attention during the engagement, with the IMF team visiting facilities including the Tema Oil Refinery.

Energy sector challenges have historically placed considerable pressure on public finances through payment obligations, operational inefficiencies and the financial difficulties of some state-owned enterprises.

Addressing these weaknesses will be essential to preventing energy-related liabilities from undermining fiscal consolidation.

Ghana’s debt position has also featured in the discussions, reflecting the importance of maintaining sustainable debt management practices after the country’s recent debt restructuring exercise.

Why the PCI Review Matters to Ghana

Unlike a conventional IMF lending programme, the Policy Coordination Instrument does not provide direct financing to participating countries.

Instead, it provides a structured framework through which governments can demonstrate their commitment to sound economic policies and reforms while maintaining regular engagement with the Fund.

The instrument is designed to strengthen macroeconomic stability, address economic imbalances and build resilience against potential shocks.

Although it does not involve direct financial support, the PCI requires participating countries to implement policies that meet standards comparable to those under IMF lending arrangements.

The Fund assesses progress through scheduled reviews, typically conducted every six months, to determine whether the country’s economic policies remain consistent with agreed programme objectives.

The requirement for approval by the IMF Executive Board also distinguishes the PCI from a Staff-Monitored Programme, which operates as an informal arrangement between IMF staff and a member country.

This distinction makes the PCI an important instrument for countries seeking to establish policy credibility without accessing additional IMF financing.

Investor Confidence Could Depend on Ghana’s Policy Discipline

The conclusion of the first review could carry implications beyond Ghana’s immediate relationship with the IMF.

A positive assessment would help reinforce confidence in the government’s economic management and demonstrate that recent improvements are being supported by credible policies.

Such confidence matters because Ghana continues to require investment to finance infrastructure, expand productive capacity and create sustainable employment opportunities.

International investors and development partners closely monitor the country’s fiscal position, monetary policy credibility, debt sustainability and institutional reforms when assessing economic risks.

However, sustaining confidence will require more than meeting short-term targets. The government must demonstrate that improvements in macroeconomic indicators can translate into stronger economic fundamentals, more resilient public finances and a healthier financial sector.

The final discussions between the IMF mission and Ghanaian authorities will therefore be important in determining how the Fund views the country’s progress and the policy measures needed to sustain it.
