VRA Assures Parliament on Preventive Measures Against Future Dam Spillages

The Minister of State-designate at the Energy Ministry, Herbert Krapah, has assured Parliament that the Volta River Authority (VRA) is implementing thorough measures to prevent future havoc from Akosombo Dam spillages.

Addressing the Appointments Committee of Parliament, Krapah emphasized that significant lessons have been learned from last year’s spillage, which caused extensive damage. Krapah stressed that the VRA has initiated comprehensive stakeholder consultations and sensitization programs to ensure that such a disaster would not recur.

“VRA is going ahead with the stakeholder consultations and the sensitizations. The ministry and central government will work closely with them to ensure that the programme that they have put in place to mitigate the impact of the spill, and also ensure the integrity of the dam will be executed according to plan.”

The VRA has taken a proactive approach to involving all relevant parties in the decision-making process. A notice signed by VRA’s Deputy Chief Executive for Services, Ken Arthur, emphasized the importance of prioritizing stakeholder engagement.

Mr. Arthur urged over 40 stakeholders, including the Minister for the Interior and all local assemblies within the dam’s catchment areas, to participate actively in the consultations.

The notice from the VRA highlighted the intention to commence engagements regarding the potential controlled spillage of water from the Akosombo Dam.

“This precautionary measure is crucial to maintaining the structural integrity of the dam and ensuring the safety of our communities.”

Mr. Arthur also proposed discussions on potential implications, mitigative measures, and effective information dissemination to the affected communities.

The measures outlined by Mr. Krapah and the VRA aim to address these shortcomings and improve the overall response to future spillages. The focus on stakeholder consultations and sensitization is expected to enhance community preparedness and ensure that all necessary precautions are in place.

“The VRA is focusing on maintaining and strengthening the structural integrity of the Akosombo Dam to prevent overflow and potential damage. Also, detailed emergency response plans are being developed and tested to ensure quick and efficient action in case of any future spillages.”

The central government, alongside the Energy Ministry, is committed to supporting the VRA’s efforts. The collaboration aims to ensure that the programs and measures put in place are effectively implemented and monitored. Krapah assured Parliament that with these concerted efforts, the likelihood of a similar disaster occurring again would be significantly reduced.

In October 2023, a controlled spillage of the Akosombo Dam was conducted to prevent overflow, which unfortunately led to the displacement of residents in low-lying areas. The most affected communities were in the North and Central Tongu districts. According to authorities, over 35,857 people were displaced, and numerous homes and farmlands were destroyed. This incident underscored the need for better preparedness and mitigation strategies.

Despite the efforts to manage the situation, many victims of the October 2023 spillage are still awaiting full compensation from the government. Hon. Ablakwa called for expedited action to address the needs of the affected communities, emphasizing that the slow response has exacerbated their suffering. The call for timely compensation is gaining traction as the victims continue to struggle with the aftermath of the spillage.

The VRA’s proactive measures and the government’s support are crucial steps in preventing future spillages from the Akosombo Dam. The involvement of stakeholders and the community, coupled with robust emergency response planning, are essential components of this strategy.

As the victims of the October 2023 spillage await compensation, it is imperative that these measures are implemented swiftly and effectively to restore confidence and ensure the safety and well-being of the affected communities.
