The MP for Tongu North constituency Honorable Samuel Okudzeto Ablakwa has revealed a shocking contract scandal involving Rev. Victor Kusi Boateng, a close friend of President Akufo-Addo and Vice President Bawumia. Hon Ablakwa argued that Despite Rev. Kusi Boateng’s claims of never receiving a contract from the Akufo-Addo/Bawumia government. Ablakwa’s investigation has uncovered a web of deceit.

Ablakwa’s findings   proved that Rev. Kusi Boateng has been using a second identity, Kwabena Adu Gyamfi, to secure government contracts. Two companies, EL Dunamis Limited and JNS Talent Centre Limited, both owned by Kwabena Adu Gyamfi, received a total of GHS7 million (GHS3.5 million each) for the supply of paper towels and tissues to the Ministry of Health in 2021.

“Technically, Rev. Victor Kusi Boateng’s declaration that he has never received a contract from the Akufo-Addo/Bawumia government even though he enjoys great friendship with the President and Vice is quite true. From my unimpeachable tracking, all the Akufo-Addo/Bawumia government contracts have been awarded to Kusi Boateng’s second identity — which is Kwabena Adu Gyamfi.

“…See attached evidence of government’s payment vouchers to two companies: The two companies were paid a total of GHS7million (GHS3.5million each) for the supply of paper towels to the Ministry of Health in 2021.  JNS Talent received payment from government on 23rd July, 2021. EL Dunamis was also paid by government on 17th August, 2021 for the supply of tissues. I can’t imagine how GHS7million worth of tissues look like.”

Accountability and Transparency

Hon. Ablakwa asserted that the payment vouchers, attached as evidence, reveal that JNS Talent received payment on July 23, 2021, while EL Dunamis was paid on August 17, 2021. Ablakwa further questions the justification for such a large sum, stating, “I can’t imagine how GHS7 million worth of tissues look like.”

Hon. Ablakwa pointed out that the contracts which were single-sourced, raise concerns about the transparency and accountability of the government’s procurement process.  Ablakwa emphasized that if not for diligent parliamentary oversight, Rev. Kusi Boateng would have gotten away with his “criminal double identity scheme” and continued to deceive the public with “dishonest sermons and contract-induced prophecies.

Ablakwa highlighted the need for greater scrutiny of government contracts and the importance of transparency in the procurement process. Hon. Ablakwa Expressed ironically that, “May God have mercy on humankind. For God and Country. Ghana First.”

“… Interestingly, both contracts were single-sourced. Obviously, if diligent parliamentary oversight had not exposed his criminal double identity scheme, this is how he would have gotten away by deceiving many with such dishonest sermons and contract-induced prophecies.”

Hon. Ablakwa remarks underscored the integrity of the government’s contracting process and the influence of personal relationships in awarding contracts. Meanwhile the use of a second identity to secure contracts is a criminal offense, and Rev. Kusi Boateng’s actions, if proven, would be a clear violation of the public trust.
