Finance Minister Dr. Cassiel Ato Forson has revealed that the Government of Ghana spent GH¢58 million to finance the Black Stars’ participation at the 2026 FIFA World Cup in North America, making the national team’s campaign one of the key sports-related expenditures highlighted in the 2026 Mid-Year Budget Review.

Ato Forson announced the figure when he presented the Mid-Year Budget Review to Parliament on Thursday, July 23, stating that the payment formed part of government spending approved under the 2026 Budget.

According to the minister, the disclosure was intended to reinforce transparency in public spending by providing Parliament and Ghanaians with a detailed account of how funds allocated to priority sectors have been utilised during the first half of the year.

Dr Forson noted that the government remained committed to accountability and prudent management of public resources, adding that the review outlined expenditure across several sectors, including education, health, agriculture, infrastructure, social protection and sports.

The sports allocation came as part of a broader expenditure report presented during the review, with the Finance Minister stressing that the administration had focused on meeting approved commitments while maintaining fiscal discipline rather than seeking additional budgetary allocations.

The GH¢58 million covered Ghana’s participation in football’s biggest tournament, including preparations before the competition, team logistics and operational expenses throughout the campaign.

The Black Stars reached the round of 32 after finishing third in Group L to progress as one of the best third-placed teams before crushing out after a narrow 1-0 defeat to Colombia in Kansas City.

Government Opens Sports Spending to Public Scrutiny

The inclusion of the Black Stars’ World Cup expenditure in the Mid-Year Budget Review marks one of the few occasions government has publicly disclosed the financial commitment made towards a major international football tournament.

Addressing Parliament, Dr Forson said the disclosure reflected government’s determination to ensure openness in the management of public finances.

He explained that the expenditure report formed part of a wider effort to account for spending approved under the national budget, allowing citizens to better understand how public funds have been utilised.

The Mid-Year Budget Review itself is a statutory requirement under Ghana’s Public Financial Management Act and provides an update on revenue, expenditure and the implementation of government programmes during the first half of the fiscal year.

World Cup Return Delivered Encouraging Results

The investment followed Ghana’s return to the FIFA World Cup after successfully qualifying for the expanded 48-team tournament staged across North America.

Under Portuguese coach Carlos Queiroz, the Black Stars surpassed many expectations by progressing beyond the group stage for the first time since the 2010 World Cup in South Africa.

Ghana ended the tournament in 24th place, with several performances earning praise, including a memorable goalless draw against England and a hard-fought 1-0 victory over Panama that secured progression from the group stage.

Although the campaign ended earlier than supporters had hoped, the team’s displays were widely viewed as a step forward after recent struggles on the international stage.

Attention Turns to Future Competitions

The government’s financial commitment is expected to provide a platform for the Black Stars as attention shifts to the 2027 Africa Cup of Nations qualifying campaign.

The experience gained by the players and technical team during the World Cup is expected to strengthen Ghana’s preparations for future international competitions, while the public disclosure of the tournament budget is also likely to fuel discussions about funding, accountability and investment in Ghanaian sport.

Beyond football, the Mid-Year Budget Review reaffirmed government’s position that spending across all sectors would remain within the approved budget envelope through the realignment of existing allocations rather than supplementary estimates, as authorities seek to balance development priorities with fiscal discipline.
