Ghana's Banking Sector Focuses on Long-Term Growth Financing

Ghana’s banking industry is shifting its attention from short term crisis management toward the provision of sustained capital for productive economic activity. 

After years of stabilisation following debt restructuring and high inflation, lenders and policymakers are prioritising deeper domestic capital markets and longer tenor financing. This transition reflects improving macroeconomic conditions and a collective recognition that durable growth requires more than temporary liquidity support.

The past three years centred on restoring confidence in the financial system. Banks managed elevated non performing loans, adjusted to the Domestic Debt Exchange Programme, and navigated sharp interest rate swings. 

At a recent Debt Capital Markets Conference organised by Fidelity Bank, Managing Director Julian Opuni argued that macroeconomic stability is not an end in itself. The practical task is to convert that stability into efficiently priced long term capital for investment.

Bank of Ghana Governor Dr Johnson Pandit Asiama described the reopening of the domestic bond market in March 2026, after the expiry of three year issuance restrictions, as the most significant financial sector development of the year. The move marked a clear passage from crisis management to orderly debt management.

Deepening the Domestic Bond Market

Government’s successful four year Treasury bond auction in early September illustrated the new environment. The issue attracted 4.46 billion cedis in bids and raised roughly 3.15 billion cedis at a clearing rate of 12 percent. The bid to cover ratio of 1.41 times signalled renewed investor appetite for medium term paper. 

Banks remain major holders of government securities, using them for liquidity management and balance sheet optimisation. A more liquid and credible sovereign curve also provides the benchmark needed for corporate and infrastructure issuance.

Market participants emphasise that sovereign dominance alone is insufficient. Ghana Stock Exchange Managing Director Abena Amoah noted that corporate securities still represent only a small fraction of fixed income activity. 

A market concentrated on one issuer cannot reach its full potential. Banks are therefore being encouraged to act both as issuers of their own instruments and as originators that help corporate clients access the market. Fidelity Bank alone has supported debt capital market transactions exceeding 30 billion cedis, demonstrating the capacity of commercial banks to intermediate longer term funding.

Banks as Catalysts for Productive Investment

The banking sector’s pivot involves more than underwriting government paper. Lenders are exploring value chain financing in agriculture, structured products for manufacturing and logistics, and partnerships that channel pension and insurance funds into longer tenor assets. 

Lower policy rates and declining treasury yields are gradually improving the transmission of monetary easing into private sector credit. Earlier in the year the Bank of Ghana completed a substantial policy rate reduction cycle, bringing the rate to 14 percent. Benchmark lending rates have fallen markedly over the preceding twelve months.

Yet the balance between public and private credit remains delicate. Attractive risk adjusted returns on government securities can still discourage lending to businesses and households. Policymakers and bank executives alike stress that fiscal discipline must accompany market deepening so that lower sovereign borrowing costs free capacity for productive private investment.

Successful financing of power projects, factory expansions, housing developments and small and medium enterprise growth will ultimately measure the success of the current strategy.

Regulatory Support and Remaining Challenges

The Bank of Ghana continues to strengthen the framework that underpins long term financing. It has unified the cash reserve ratio, reinforced capital adequacy requirements, and directed institutions to reduce non performing loans toward a 10 percent ceiling by the end of 2026. 

Recent action against unlicensed digital credit providers underscores the regulator’s determination to protect consumers and maintain integrity in the broader credit ecosystem. Parallel work on non interest banking guidelines and potential regulation of cedi backed stablecoins further expands the set of tools available for long horizon finance.

Challenges persist. Secondary market liquidity remains limited. Institutional investors, particularly pension funds and insurers, still require a wider range of high quality long dated instruments that match their liability profiles. Corporate issuers must develop stronger credit histories and governance standards to attract patient capital at competitive rates. External risks, including commodity price volatility and global interest rate movements, could test the durability of the recovery.

Outlook for Inclusive and Productive Growth

Ghana’s banking sector stands at an important juncture. The combination of restored macroeconomic stability, reopened domestic markets and proactive commercial banks creates a genuine opportunity to finance the next phase of development. Success will depend on disciplined fiscal policy, continued regulatory clarity, and a deliberate effort to broaden participation beyond the sovereign issuer.

If banks, regulators and institutional investors maintain focus on productive deployment of capital, the current emphasis on long term growth financing can support higher investment, job creation and more resilient expansion. 

The early evidence from bond auctions, conference discussions and growth data suggests that the foundations are being laid. The test ahead is to translate those foundations into tangible projects that expand economic opportunity across the country.
