Goldbod CEO, Sammy Gyamfi with BoG Governor, Johnson Asiama

Media Relations Officer for the Ghana Gold Board (GoldBod), Prince Kwame Minkah, has dismissed public speculation suggesting a rift between the central bank and the state gold regulator following administrative adjustments to the entity’s governing board.

Clarifying the operational developments surrounding the institutional setup, Minkah indicated that the departure of Bank of Ghana (BoG) Governor, Dr. Johnson Asiamah, from the board is purely a matter of routine delegation due to pressing official duties rather than a sign of internal friction or institutional malfeasance.

He stressed that the monetary authority continues to maintain a seamless operational partnership with the national precious minerals buyer to secure domestic economic stability.

“A wrong impression is being created by some people that because the Governor of the Bank of Ghana (BoG) stated at the last MPC meeting, that he “resigned” from the governing Board of the GoldBod five (5) months ago, it means that there is a fight between the BoG and the GoldBod or that there is some rot at the GoldBod. That suggestion is completely false and reflects a lack of understanding of the GoldBod ACT and the facts of the matter. The fact is that, the Governor of the Bank of Ghana due to his busy schedule, simply nominated a representative, being his second deputy, Mrs. Matilda Asante-Asiedu to represent him on the Board of the GoldBod in accordance with Section 4(e) of the GoldBod Act, 2025 (ACT 1140).”

Legal Framework and Board Representation Context

The leadership structure of the regulatory body is firmly rooted in statutory provisions designed to accommodate designated representatives from key fiscal and monetary institutions. Under Section 4 of the GoldBod Act, 2025 (ACT 1140), the governing body comprises specific institutional heads or their appointed deputies.

Specifically, paragraph (c) permits the Minister responsible for Mines to delegate a representative not below the rank of Director, paragraph (d) allows an equivalent delegation for the Minister responsible for Finance, and paragraph (e) provides the exact same operational latitude for the Governor of the central bank.

This legal framework has governed institutional representation since the establishment of the entity in 2025. From inception, the Minister of Finance opted to delegate his seat to Deputy Minister Hon. Thomas Nyarko Ampem.

Similarly, while the Minister responsible for Lands and Natural Resources, Hon. Emmanuel Armah Kofi Buah, initially chose to serve directly, he subsequently nominated Chief Director Mr. Marcus Haligah in January 2026 to ensure uninterrupted institutional representation.

Following a similar trajectory, Dr. Asiamah formally communicated his decision on May 11, 2026, nominating Second Deputy Governor Mrs. Matilda Asante-Asiedu to assume his seat on the governing board.

Economic Imperative of the GoldBod Mechanism

Beyond corporate governance dynamics, the establishment of the GoldBod initiative represents a strategic economic maneuver aimed at stabilizing the domestic macroeconomic landscape.

Ghana’s historic reliance on external borrowing and volatile traditional exports routinely exposed the local currency to sharp depreciation and reserve depletion.

 By centralizing foreign exchange generation through structured precious mineral purchasing and export protocols, the state created a reliable mechanism to anchor foreign currency inflows and fortify foreign reserves.

The strategic partnership between the apex bank and the gold regulator serves as the cornerstone of this foreign exchange strategy.

Operating as the primary channel for domestic hard currency generation, the entity works in close daily coordination with the BoG to inject essential liquidity into the financial system.

Analysts note that streamlining board administration through qualified proxies ensures that strategic alignment remains intact while allowing regulatory heads to maintain focus on their core monetary mandate.
