The Driver and Vehicle Licensing Authority (DVLA) recorded a GH¢25 million surplus in the 2025 financial year and contributed a combined GH¢98.1 million to the Consolidated Fund and Road Fund, Chief Executive Officer Julius Neequaye Kotey has disclosed.

The figures, announced during the Government Accountability Series on Monday, October 12, 2026, reflect the Authority’s financial performance and statutory contributions during the year.

“In 2025, the DVLA contributed GH¢17.7 million to the Consolidated Fund and GH¢80.4 million to the Road Fund, as required under the Road Fund Act, 1997 (Act 536). This brought the Authority’s total contributions to the two funds to GH¢98.1 million.”

DVLA Surplus Rises to GH¢25 Million

According to Mr Kotey, the Authority closed its 2025 financial year with a surplus of GH¢25 million, compared with GH¢5 million in the preceding year. The increase represents a fivefold rise in the reported surplus, highlighting an improvement in the DVLA’s financial position over the period.

The disclosure formed part of the Chief Executive’s presentation on the Authority’s operations, financial performance and administrative reforms under the Government Accountability Series.

The reported surplus provides an indication of the Authority’s financial position at the end of the year, although the figures alone do not establish the specific factors responsible for the increase.

The DVLA’s financial performance is significant because the Authority performs vehicle registration, driver licensing and related regulatory functions that generate revenue while supporting road safety and vehicle identification.

Its ability to generate a surplus while contributing to statutory public funds also places its financial management and revenue administration among the key areas of public accountability.

GH¢98.1 Million Paid into Statutory Funds

Beyond the reported surplus, the DVLA contributed GH¢17.7 million to the Consolidated Fund and GH¢80.4 million to the Road Fund during the 2025 financial year. The payments brought its total contributions to the two funds to GH¢98.1 million.

The contributions were made in accordance with the statutory requirements governing the Authority’s obligations to the public funds. In a Facebook post backing the announcement, Minister for Government Communications and Presidential Spokesperson Felix Kwakye Ofosu reiterated the figures and highlighted the significance of the payments.

“In the 2025 fiscal year, DVLA contributed Ghc17.7 million into the Consolidated Fund and Ghc80.4 million into the Road Fund as statutorily required under the Road Fund Act, 1997 (Act 536).”

Hon Kwakye Ofosu said the payments represented the highest contribution to the Road Fund in the Authority’s history. He added that the combined payments brought the DVLA’s contributions to mandatory funds to GH¢98.1 million.

The GH¢17.7 million payment to the Consolidated Fund was also notable because, according to Mr Kotey, it was the first time the Authority had made such a contribution since becoming semi-autonomous in 2016.

The development marks a milestone in the DVLA’s financial relationship with the central government, extending its reported contributions beyond the Road Fund to include the Consolidated Fund.

Road Fund Contribution Reaches Historic High

The GH¢80.4 million contribution to the Road Fund represents the largest payment the DVLA has made to the fund since its establishment, according to the Chief Executive.

The Road Fund Act, 1997 (Act 536), provides the statutory framework cited by the Authority for the contribution. The Road Fund supports road-related expenditure, making contributions from institutions such as the DVLA an important component of the financing arrangements for the country’s road infrastructure.

The reported payment therefore highlights the Authority’s role not only in vehicle registration and licensing but also in supporting statutory public financing obligations.

However, the announcement did not provide a detailed breakdown of the factors that enabled the Authority to increase its surplus or achieve the record contribution. Further financial disclosures would be required to establish the respective effects of revenue growth, expenditure management and other operational changes.

SLA Renegotiation Forms Part of Cost-Cutting Measures

Mr Kotey also outlined measures taken by the Authority to reduce expenditure, including a review and renegotiation of service-level agreements (SLAs) relating to roadworthiness certificates.

He said the previous commitments, covering the period from 2023 to 2026, stood at US$51.8 million annually, amounting to US$155.4 million over three years. Following a review, the Authority renegotiated the agreement for 2026 to 2028 at a reported cost of GH¢2 million for the three-year period.

According to the Chief Executive, the revised arrangement would generate savings of approximately US$50 million annually compared with the previous commitment. The figures, if confirmed by the underlying contractual documents, would represent a substantial reduction in the Authority’s reported contractual obligations.

However, the original and revised agreements would need to be examined to establish the precise basis for the savings calculation and the scope of services covered. The renegotiation formed part of the financial and administrative measures Mr Kotey presented as evidence of changes introduced under the current management.

Financial Accountability and Public Funds

The disclosures place the DVLA’s 2025 surplus, statutory contributions and reported cost reductions at the centre of its latest accountability report.

The GH¢25 million surplus compares with GH¢5 million in 2024, while the GH¢98.1 million transferred to the Consolidated Fund and Road Fund demonstrates the scale of the Authority’s reported contributions to public finances.

The record Road Fund payment and the first reported contribution to the Consolidated Fund since 2016 are particularly significant milestones in the Authority’s financial reporting.

Nevertheless, assessing the sustainability of the improvement will require examination of the DVLA’s audited accounts, revenue sources, operating expenses and contractual commitments.

The Authority’s 2025 Annual Report provides a relevant source for verifying the reported figures and understanding its financial position. The disclosures are part of the wider Government Accountability Series, through which public officials present information on institutional performance, expenditure and the implementation of government policies.

For the DVLA, the figures provide a basis for evaluating its financial performance and statutory obligations, while further details on revenue collection and expenditure will help establish how the reported surplus was achieved and whether the gains can be sustained.
