Vice President Rolls Out Policy To Eliminate Ghost Names In Ghana’s Payroll System

In a significant move to eradicate ghost names and ensure transparency in the government’s payroll system, Vice President Dr. Mahamudu Bawumia announced the launch of a comprehensive policy aimed at linking all government workers’ Ghana Card details to the payroll. The announcement came during the unveiling of the National Mechanised Payroll Database by the Controller and Accountant General’s Department in Accra on Wednesday.

Dr. Bawumia emphasized the urgency of addressing the persistent issue of ghost names on the government’s mechanized payroll system.

The linkage between the National Identification Authority (NIA) database and the government payroll is expected to be a game-changer in eliminating fraudulent entries that have plagued the system for some time.

“This linkage between the NIA database and the government payroll will significantly contribute to eliminating the incidence of ghost names on the government of Ghana’s mechanized payroll system, which has persisted for some time.”

In November 2023, the Office of the Special Prosecutor (OSP) had initiated an investigation and corruption risk analysis into various sectors, including the government’s payroll, Tema Oil Refinery (TOR), state lands, stool lands, and other vested lands. Dr. Bawumia shed light on the ongoing efforts to isolate and remove non-existent names, recover wrongful payments, and prosecute individuals suspected of offenses related to the payroll.

“The Controller and Accountant General’s Department is collaborating with the OSP on the investigation and assessment. A joint project team of selected staff from the two institutions has been formed. The investigation and assessment will cover all banks and employees on the government payroll.”

The comprehensive exercise will be conducted in two phases. The first phase will concentrate on scrutinizing the Ghana Education Service and health institutions. The second phase will encompass all other Metropolitan/Municipal/District Assemblies, Ministries, Departments, and Agencies.

In a related development, the OSP, led by Mr. Agyebeng, has initiated a corruption risk analysis concerning the proposed partnership agreement between TOR and Tema Energy and Processing Limited (TEPL). The Special Prosecutor directed the immediate suspension of the proposed partnership agreement, ongoing negotiations, operations, and all other related activities until further notice.

“The Special Prosecutor has directed the Management of Tema Oil Refinery to immediately suspend the proposed partnership agreement, ongoing negotiations, operations, and all other ancillary activities arising out of and consequent upon the proposed partnership agreement until otherwise advised by the Special Prosecutor.”

Tackling Corruption On Payroll

The announcement marks a pivotal moment in Ghana’s ongoing efforts to tackle corruption and ensure the efficient and accountable use of public funds. The collaboration between government agencies and the introduction of advanced technology through the Ghana Card linkage signal a commitment to a transparent and accountable governance system.

The prevalence of ghost names in Ghana’s payroll system exacts a heavy toll on the public purse, draining financial resources meant for genuine public servants and essential services. Funds allocated for development projects, education, healthcare, and infrastructure are siphoned off through fraudulent entries, leading to a detrimental impact on national progress.

Addressing this issue is not just a fiscal imperative but a crucial step towards fostering transparency, accountability, and sustainable growth in Ghana’s public sector.
