Dr. Fred Amankwah, President of the Doctoral Research Association of Ghana, has intimated with regards to the President’s Ministerial appointments that, the outcome of the electoral results should influence his decision as to who to select and the number of Ministers to appoint.
Speaking during a discussion on what should inform the President’s decision in making his government more efficient and the potential Ministers, he posited that, the results of the 2020 elections, will force the President to reduce the number of ministers he will appoint.
“If you are going have more than half of them as Ministers then I think that parliamentarians will be stressed. They will also not be able to attend parliament sittings and proceedings due to the nature of their work.”
Additionally, he noted that, the difficulty will be that, policies are going to be voted in parliament and as such the members are needed on board.
Touching on the number of Ministers, Dr. Fred noted that, in the last government there were duplication of ministries and suggested a merger of some ministries and the reduction in numbers.
Head of communications Department for GIJ, Dr. Lawrencia Agyapong, also airing her view on the potential number and ministers, averred that, the President be given the leeway to decide who he wants to choose other than the second guessing which is ongoing.
Her comment comes on the back of speculations of names of the potential minister’s circulating as the people, President Akufo-Addo has nominated to work under his next administration.
Dr. Agyapong also added that, the President is the only one mandated to select ministers and as such should be informed to select what ministers that will help him achieve his objective.
“So, whether ten, fifteen, twenty or a hundred, it is constitutionally able to do that.”
On the issue of the number of ministers, she noted that, the huge numbers of ministers per her outfits survey amounted to the reasons for some of the governments objectives not being achieved and also the outcome of the elections.
“Maybe it is time that he actually consolidates certain ministries and strengthen them, make them stronger and more performing.”
Dr. Richard Fiadomor, President for the Chamber of Local Government also said that, per the outcome of the elections, the President’s decision should be already informed due to the under performance of the ministries even with the numerous numbers he has in the last administration.
He also lamented that there was an issue of duplication of ministries in the last government and further posited that the huge number of ministries also did not work for the President and that influenced the impact of the election results.
He suggested to the President an assessment of the failure of the ministries and the under performance in the elections.
“For you to have a huge ministry and underperform in the election, if I were the President, I will say I didn’t serve my purpose. He should go back… and see to it that, there is proper enforcement and proper supervision.”
