Request For A Handing Over Note Preposterous- Domelovo

Former Auditor General, Dominic Domelevo

The outgone Auditor-General, Mr. Daniel Domelevo has described the request by the Audit Service Board for him to submit a handing over note as preposterous.

In a letter addressed to the Board, Mr. Domelevo says the demand is preposterous because of his absence in the office.

“Your request for a handing over note is preposterous to me because I have been out of office for more than 8 months.”

Mr. Domelevo also indicated that, a letter from the President instructed him to handover all matters relating to the office to the Office of the Auditor General. Also, he said he was directed to hand it over to Mr. Johnson Akuamah who has been in charge since he left.

“The letter from the Secretary to the President referred to in (1) above, delivered to me after 4pm on June 29, 2020, requested that I started the leave on 1st of July 2020. Contrary to section 27 of the Labor Act.The section provides that, at least 30 days notice shall be given to the worker prior to the commencement of the leave.

“The short and unlawful notice from the Presidency notwithstanding, I prepared a handing over note and handed over to the Acting Auditor-General on 30th June 2020.”

The former Auditor General further explained that after his return, he was asked to retire and cannot provide a handover note.

“All the above notwithstanding, if you so wish, please direct the Acting Auditor-General to handover to me and I will thereafter handover to him.”

Audit Board Requests Handing-over Note

Mr. Domelevo’s response comes on the back of the Audit Service Board Chair Professor Edward Dua Agyeman’s letter to him yesterday. Asking him to present a handing over note to the Acting Auditor General. The Board in letter gave Mr. Domelewo a two weeks ultimatum to complete the exercise. This, the Board says begins after the receival of the letter.

President’s Directive on Domelevo’s Retirement

President Akufo-Addo on March 4, 2021 said, documents available to him suggested that then Auditor-General, was up for retirement.

In a letter by the President to the Auditor General, he stated that, Mr. Domelevo hasreached his retirement age and as a result s expected to vacate his position.

The development came about in the wake of the standoff between the Auditor-General and the Audit Service board. The issue was over Mr. Domelevo’s nationality and date of birth as he prepared to resume work after his compulsory leave.

Coalition Criticizes President on Domelevo’s Retirement

The decision by President, Akufo-Addo to retire Auditor-General, Daniel Domelevo was criticised by the coalition of Civil Society Organisations.

The move by the President, according to the CSOs, was inimical to the fight against corruption menace in the country. In a statement, the Coalition said the President’s action sent wrong signals about his government’s fight against corruption.

Additionally, the Coalition expressed disappointment about this development and especially the manner in which the Presidency handled the matter.
