UK and Germany Pursue Ambitious Treaty to Reset Relations

The leaders of Germany and the United Kingdom unveiled plans on Wednesday to forge a comprehensive treaty aimed at strengthening their trade, defense, and other bilateral ties. 

This development comes as the UK’s new Prime Minister, Keir Starmer, pushes forward with his vision of a “reset” in relations with the European Union.

German Chancellor Olaf Scholz, in a joint press conference, expressed his support for Starmer’s efforts, stating, “We want to take this outstretched hand.” 

Scholz, a fellow center-left leader, welcomed Starmer’s intention to rebuild the relationship between the UK and the EU, which has been strained for years due to the contentious Brexit process.

Starmer, who took office in early July following the electoral defeat of the previous Conservative government, has emphasized his desire to restore ties with Europe. He has committed to finalizing the treaty with Germany, Europe’s largest economy, by the end of this year. 

“That will be ambitious, it will be wide-ranging, covering trade, the economy, defense, and many other issues,” he told reporters, highlighting the urgency and breadth of the proposed agreement.

Shared Commitment to Defense

Both the UK and Germany have been among the most prominent supporters of Ukraine in its conflict, and the leaders reiterated their dedication to maintaining military assistance. 

They also announced plans to develop a “joint action plan to tackle illegal migration,” addressing a key issue that has been a focal point of Starmer’s government. 

While the UK has abandoned the Conservatives’ controversial plan to send migrants to Rwanda, Starmer faces ongoing pressure to manage the flow of migrants crossing the English Channel in small boats.

Migration remains a contentious topic in Germany as well, especially after a recent incident in Solingen, where a suspected extremist from Syria, who had avoided deportation, is accused of killing three people. 

Scholz’s government has faced increasing scrutiny over its handling of migration, making this bilateral cooperation on the issue particularly significant.

The proposed UK-Germany treaty draws inspiration from similar agreements that Britain has reached with France in recent years, focusing on defense, security, and enhanced law enforcement collaboration against human trafficking networks.

Closer Ties with Europe, But Not a Return

In a notable departure from his predecessor Rishi Sunak, who waited 18 months before visiting Berlin, Starmer chose to engage with Germany early in his term, signaling his commitment to a new beginning. 

However, Starmer’s ambitions for rekindling relations with the EU come with limitations. He has firmly ruled out rejoining the single market, customs union, or reversing Brexit, and has shown reluctance towards establishing a youth mobility agreement with the 27-nation bloc.

Nevertheless, during the press conference in Berlin, Starmer did not entirely dismiss the possibility of creating other forms of student exchanges or similar initiatives. 

Olaf Scholz had previously emphasized his desire for closer youth mobility ties, making this a potential area for future collaboration.

“I’m absolutely clear that we do want a reset … with Europe, a reset with the EU,” Starmer stated, reiterating his commitment to strengthening economic, defense, and cultural exchanges with Europe while maintaining the UK’s post-Brexit independence.
