Dr. Asare Azar Urges Transparency In Ghana’s Electoral Process

Dr. Kwaku Asare Azar, a legal expert, has emphasized that the credibility and openness of Ghana’s electoral process are essential to the health and functioning of our democratic system.

According to Dr. Asare, the last decade has seen two major election petitions in Ghana, with far-reaching repercussions, including a constituency’s parliamentary seat being left vacant, fatalities, and the formation of a commission to investigate election-related violence.

He noted that although Ghana’s Electoral Commission (EC) strives to ensure a resilient electoral system, no such system is completely foolproof or shielded from potential errors or weaknesses.

“Therefore, it is essential that we enact legislation mandating regular, independent audits of our voter registration and election processes to safeguard their integrity”.

“It is unreasonable to maintain that audits are unnecessary because errors discovered during the voter register exhibition process will automatically be corrected. On the contrary, the identification of such errors strengthens the need for an independent audit to fully understand the source and nature of these issues”.

Dr. Asare further argued that granting the EC sole discretion to determine whether and when audits are conducted creates a clear conflict of interest, which is untenable.

He emphasized that the demand for independent audits transcends party affiliations, making it a non-partisan concern.

Dr. Asare noted that historically, both major political parties have advocated for increased transparency in the electoral process and supported independent audits when they were in opposition.

He cautioned that the push for independent audits should be driven by a genuine pursuit of transparency, rather than political agendas, and should be a regular practice, not just a periodic demand during elections.

Dr. Asare urged Parliament to take proactive steps by enacting legislation that requires periodic, independent audits of the electoral system, ensuring transparency and accountability.

Legislation Key To Ensuring Election Integrity

Dr. Kwaku Asare Azar emphasized that enacting legislation is crucial to ensure that independent audits can confirm the accuracy of voter registration data, the correct tabulation of votes, and the authenticity of election outcomes.

Dr. Asare stated that this legislation will guarantee that the results genuinely represent the electorate’s intentions, ensuring the integrity of the electoral process.

He argued that consistent and transparent audits will foster greater public trust in the electoral system, bolstering voters’ faith in the integrity, fairness, and credibility of the election process.

“Independent audits provide a crucial mechanism for detecting and preventing fraud or interference in the electoral process, whether it involves tampering with voter data, unauthorized changes, or software vulnerabilities”.

“By proactively identifying weaknesses and inefficiencies, audits will enable reforms that strengthen the electoral system ahead of future elections. Mandating audits will ensure that our electoral processes adhere to national laws and international best practices, protecting against election petitions that can undermine public faith in the system”.

Dr. Asare noted that the legislation would bring an end to the recurring controversies between the EC and opposition parties over audits, introducing a clear and consistent framework that promotes cooperation and mutual benefit among all stakeholders.

He emphasized that, above all, regular audits will provide a vital safeguard for our democratic system, guaranteeing that elections are conducted freely, and fairly.

Dr. Asare stated that this will genuinely reflect the people’s choices, thereby solidifying Ghana’s position as a model democracy in Africa.

He suggested that the EC should view independent audits as a chance to showcase its commitment to transparency and integrity, which will not only bolster its credibility but also lead to a more harmonious relationship with political parties and a more serene electoral landscape.

Dr. Asare emphasized that, for the sake of all Ghanaians, it is imperative that lawmakers promptly enact legislation requiring periodic, independent audits of the electoral system.

This, he noted, is essential for maintaining the transparency and accountability that underpin Ghana’s democratic governance and preserving the nation’s democratic heritage.
