 Chief Justice Directs Reopening of 4 Courts in the Upper East Region

The ongoing conflict in the Bawku region of Ghana has led to significant security concerns, prompting the closure of key public services, including courts.

This situation highlighted the role of the judiciary and security services in maintaining order and facilitating access to justice, even amid regional unrest.

The recent directives by Chief Justice Gertrude Torkornoo to reopen four courts in the Upper East Region emphasized government’s commitment to upholding judicial access while ensuring public safety.

Judicial Reopenings Ordered by Chief Justice Torkornoo

However, in a recent directive, she has ordered the immediate reopening of four of these courts, citing a reassessment of the security conditions.

The directive was conveyed through a statement by the Judicial Secretary, calling on court registrars and staff to resume their duties. The reopened courts include the High Court, Bolgatanga, Circuit Court, Bolgatanga, District Court, Bolgatanga, and District Court, Bongo.

In the official statement, the Judicial Secretary noted;

“I write to inform you that Honourable Lady Chief Justice has redirected the re-opening of the following courts for business, with immediate effect.”

This announcement signifies an effort to gradually restore judicial operations in the Upper East Region as safety permits.

Balancing Security and Access to Justice

The directive to reopen select courts underscored the judiciary’s efforts to balance access to justice with the need for public safety in the conflict-ridden region.

Following the initial decision to close several courts in late October 2024, the Chief Justice and her office have monitored conditions closely, allowing them to determine such operations in these zones.

By reopening the courts, the judiciary reaffirmed its dedication to serving affected communities, ensuring that justice remains accessible despite the challenges posed by the Bawku conflict.

The Chief Justice has made it clear that these reopenings are contingent on ongoing evaluations of safety and may be adjusted as needed.

In related developments, Upper East Regional Minister Stephen Yakubu emphasized the importance of fair and secure practices by the security services ahead of the upcoming general elections.

The minister’s comments reflect broader concerns about how any instability could potentially disrupt the electoral process, urging security forces to exercise caution and maintain fairness.

 Hon. Yakubu emphasized that any mistakes made on any day could plunge the country into chaos stressing the need for professionalism from security personnel.

The Regional Minister made these remarks during the maiden health walk of the Upper West Immigration Ladies Association Club, underscoring that a stable, transparent electoral process is essential for national peace, especially in regions facing ongoing tension.

The appeal for vigilance and integrity within security services serve as a reminder of the complex role they play in safeguarding democracy and public order during crises.

The directives from Chief Justice Gertrude Torkornoo and the call for fairness from Regional Minister Stephen Yakubu highlight the interlinked responsibilities of judicial and security institutions in times of crisis.

In the face of the Bawku conflict, the judiciary’s decision to reopen selected courts reflects a commitment to providing essential services while prioritizing safety.
