Politicians To Stay Out Of Security Operations- Richard Kumadoe

Renowned security consultant, Richard Kumadoe, has called for a strict separation between politics and security operations.

He emphasized that state institutions entrusted with law enforcement must be allowed to carry out their duties without partisan involvement.

In an interview with Vaultz News, Kumadoe highlighted that investigative bodies possess the legal authority to conduct searches, seizures, and arrests where necessary. 

“All state institutions that are mandated with the power to investigate are also likely to engage in search and seizure and to also engage in arrest, depending on what happens during the investigation.”

He further explained that law enforcement agencies may conduct searches with or without a warrant, depending on the situation.

“When they come to search your premises, with a search warrant, they come to court and explain to the judge…and you will only be searched when you have come under investigation radar or national security interest.”

Kumadoe clarified that obtaining a search warrant grants authorities the legal authority to conduct searches, ensuring that law enforcement follows due process. 

Using the example of the former governor of the Bank of Ghana, Dr. Ernest Addison, he pointed out that once a warrant is secured, officials have the right to carry out a search of the premises.

The security consultant provided that upon arrival, the National Security Operatives are expected to formally announce their presence before proceeding with the operation.

He further stressed that a search warrant is a crucial aspect of due diligence, serving as a safeguard to ensure investigations remain within legal boundaries. 

He reiterated that conducting searches in accordance with due process is fundamental to maintaining transparency and upholding the rights of individuals involved in such operations. “It conforms to best practice in litigation in court, what can happen and what cannot happen…“

Debate Over Military Involvement In Searches

Furthermore, Richard Kumadoe addressed growing concerns over the involvement of military personnel in search operations, a development that has sparked public debate. 

He asserted that individuals and the general public have no control over the composition of search teams. 

“The search team could be Ghana people, it could be police officers, it could be military officers, it could be anybody within the law enforcement agency. 

“It could be EOCO people who don’t wear their uniforms. It could be special prosecutors who investigate and search as well.”

Accordingly, Kumadoe underscored the importance of upholding the rule of law in all search operations, emphasizing that legal procedures must be strictly followed to ensure fairness and accountability. 

He noted that in a democratic society where the rule of law is paramount, legal frameworks are designed to apply broadly and protect individual rights.

He further explained that if individuals believe their rights have been violated during a search—whether through unlawful intrusion or breaches of privacy—they have legal avenues to seek justice. 

He emphasized that those who feel aggrieved have the right to challenge such actions in court, where due process will determine whether any wrongdoing occurred and provide the necessary remedies.

Speaking on professionalism in law enforcement, Kumadoe underscored the importance of both conduct and action in security operations. 

He stated that officers must adhere to best practices when conducting searches, whether they have a warrant or not.

“When they come in…whatever they are picking as a result of the search usually becomes and can be used as evidence during the trial. So, you will [made] be aware of what they are taking, why they are taking it, and where they are sending it to so that you can follow.”

He further noted that in cases of arrests, individuals should ensure their legal representatives or family members are informed so they can follow due process.

Politicians To Avoid Security Commentary

Moreover, Richard Kumadoe issued a strong caution to politicians, urging them to refrain from commenting on security operations, as their statements often create unnecessary public tensions. 

“They create inconsistencies and say things they are not supposed to say. So, that is the reason why I cautioned them not to speak on law enforcement agencies’ operations.”

He highlighted that politicians frequently make statements without a proper understanding of security procedures, which can result in misinformation and public confusion. 

He stressed the importance of allowing security agencies to communicate on their own behalf, rather than having political figures speak on matters they may not fully grasp. 

Accordingly, Kumadoe reaffirmed his long-standing stance that politicians should not interfere in security institutions, emphasizing that law enforcement agencies must remain autonomous. 

“I have been saying this for the past 10 years or more. I am always cautioning politicians to stay off. I don’t like it when they even head security institutions, let alone speak about it.”

When asked if his stance was based on concerns over political interference, he responded, “Not really. Not really. I just say they should stay off. This is not their area.“

He called on politicians to stick to their designated duties and allow security professionals to handle matters within their expertise. 

He emphasized that while one can study security academically, practical experience in the field is entirely different. 

Therefore, he urged politicians to leave the work to those with the necessary training and hands-on experience.
