UN Condemns ADF Over Church Vigil Killings

The United Nations peacekeeping mission in the Democratic Republic of the Congo (MONUSCO) has issued a firm condemnation following the latest atrocities committed by the Allied Democratic Forces (ADF), an Islamist rebel group affiliated with the Islamic State.

The overnight assault, which occurred between 26 and 27 July in the town of Komanda in Ituri province, resulted in the deaths of at least 49 civilians. Among the dead were nine children. According to local sources, most of the victims were worshippers attending a church vigil, many of whom were killed with machetes and other bladed weapons. Several others sustained injuries or were abducted, and numerous homes and shops were set ablaze.

The town of Komanda, situated in Irumu territory, became the latest scene of a bloodbath linked to the ADF, whose operations have increasingly targeted civilians in eastern DRC. This attack follows a series of similar assaults earlier in July that left 82 civilians dead across Ituri and North Kivu provinces.

MONUSCO expressed “deep outrage at these heinous acts of violence, which constitute serious violations of international humanitarian law and infringements on human rights.”

The ADF, originally from Uganda, has operated in eastern Congo for decades and has gained notoriety for extreme violence, including attacks on churches and remote villages. The group was placed under UN sanctions in 2014 and is officially designated by the U.S. State Department as a Foreign Terrorist Organization due to its links with the Islamic State, which recognized the ADF as part of its Central Africa Province in 2019.

MONUSCO has reiterated calls for an immediate end to the bloodshed and urged Congolese authorities to launch investigations into the killings. “These targeted attacks against defenceless civilians, particularly in places of worship, are not only appalling but also in violation of all human rights standards and international humanitarian law,” said Vivian van de Perre, the Deputy Special Representative of the UN Secretary-General for Protection and Operations and Acting Head of MONUSCO.

Mission Vows To Intensify Local Security

Van de Perre added that MONUSCO “will continue to work tirelessly alongside the Congolese authorities to protect the population in line with its mandate.”

Following the massacre, the UN mission has ramped up its presence in the Komanda region, offering medical support to survivors and assisting in the burial of the dead. The peacekeepers are also working with community leaders and government officials to prevent further attacks, reduce tensions, and enhance regional stability.

The ADF continues to exploit longstanding grievances and security vacuums in eastern Congo. In areas like Ituri and North Kivu, instability has been exacerbated by other armed groups, including the M23 movement, which the Congolese government accuses of receiving support from Rwanda. The entanglement of multiple rebel factions has made it difficult for state and international forces to secure the region.

The latest violence underscores the challenges of protecting civilians in this volatile region. The ADF’s tactics often involve the use of machetes, firearms, and arson, creating widespread fear and leading to mass displacement. Many families in the area have been forced to flee their homes repeatedly due to the group’s relentless campaigns.

While MONUSCO continues to work with national authorities, human rights observers warn that without additional resources and political will, such attacks will persist. The UN mission has faced mounting criticism for being unable to fully contain rebel activity despite its longstanding presence in the DRC.

As eastern Congo grapples with persistent violence, the humanitarian crisis continues to deepen. Over 6.9 million people remain displaced across the country, many of them from areas plagued by ADF operations.

MONUSCO has renewed its call for all foreign armed groups to “lay down their weapons unconditionally and return to their countries of origin.” The international community has also been urged to support efforts to stabilize the region and prevent further atrocities.
