Justice Paul Baffour Bonnie, Ghana's Chief Justice Nominee

Ghana’s Chief Justice nominee, Justice Paul Baffour Bonnie, has pledged to run an open and transparent administration if confirmed as head of the country’s judiciary. 

He made the commitment during interactions with stakeholders, stressing that his leadership would focus on cooperation, inclusiveness, and the delivery of justice for the people.

In his remarks, Justice Bonnie emphasized his deep connections within the judiciary, built over years of service, as a foundation for collaborative leadership.

“I have told my brother here, my brother, that I’m going to run a very open administration. Fortunately, I have, because of the length of time that I’ve been here, very personal relationships with a lot of members of the judiciary. So I know I’m going to work with them, they are going to cooperate with me.”

The nominee underscored that the bench and the bar share a common responsibility in promoting the rule of law. For him, collaboration between judges and lawyers remains critical in ensuring that justice is not only done but also seen to be done.

“As I said, the judiciary, the bench needs the bar. So we are excited that you have also pledged to support the judiciary and its institutions. And then, at the end of the day, it is justice for the people that we all seek after”.

His assurances come at a time when Ghana’s judiciary has faced growing public scrutiny over integrity, accountability, and delays in the justice delivery process. By committing to an “open administration,” Justice Bonnie signaled that his leadership style would prioritize transparency, accessibility, and active dialogue with key players in the justice system.

Such a pledge is timely, given the judiciary’s central role in upholding constitutional democracy, mediating disputes, and safeguarding the rights of citizens. Justice Bonnie’s call for cooperation from both the bench and the bar reflects a recognition that restoring and sustaining public confidence in the courts requires collective responsibility.

Stakeholders in the legal fraternity have long called for reforms that enhance efficiency in case management, reduce adjournments, and expand access to justice for marginalized communities. 

Justice Bonnie’s emphasis on collaboration suggests that he views his role as facilitating these reforms through consensus and teamwork rather than unilateral decision-making.

His focus on inclusiveness also mirrors recent appeals by civil society organizations for the judiciary to adopt more participatory leadership models. Analysts argue that an open-door policy at the highest level could strengthen communication across the judiciary, reduce institutional bottlenecks, and create opportunities for innovative approaches to justice delivery.

The nominee’s remarks also highlight a broader theme: that justice ultimately belongs to the people and not the institutions themselves. By placing citizens at the center of his vision, Justice Bonnie aligned his commitment with constitutional ideals that prioritize fairness, equality, and the protection of rights.

Legal practitioners have welcomed his tone of partnership. Many note that the relationship between the bench and the bar is often tested by pressures of heavy caseloads, questions of professional conduct, and public perceptions of fairness. Justice Bonnie’s acknowledgment that “the bench needs the bar” has therefore been interpreted as a conciliatory gesture aimed at fostering mutual respect and cooperation.

Beyond institutional relationships, his promise of openness carries implications for the public as well. Transparency in the administration of justice is widely regarded as essential in building trust. Court users often complain of a lack of information, complex processes, and slow proceedings. 

An administration that is more open and responsive could address these concerns by introducing mechanisms that make the judiciary more accessible to ordinary citizens.

Still, his clear commitment to openness and cooperation has set the tone for what many hope will be a responsive and people-centered judiciary under his leadership. His words “At the end of the day, it is justice for the people that we all seek after,” captured both humility and resolve:
