The Petroleum Hub Development Corporation (PHDC) has taken a decisive step toward realizing one of Ghana’s most ambitious energy projects, as it edges closer to signing a landmark agreement with a consortium of Egyptian companies and local partners.
In his opening address, Dr. Toni Aubynn, Acting Chief Executive Officer of the PHDC, highlighted the historical and diplomatic foundations that underpin Ghana’s relationship with Egypt.

The consortium, comprising Chemexa Petrochemical Trading and Kaolin, along with the African International Alliance for Business and Sustainable Development and Adfat Group of Companies as local collaborators, is expected to play a pivotal role in the development of Ghana’s Petroleum Hub project.
Following a high-level meeting between the PHDC and representatives of the consortium, both parties expressed optimism about the discussions and confidence in the prospects of a successful partnership.
Indications suggest that a formal signing of the agreement is imminent, setting the stage for a new phase in the implementation of Ghana’s flagship energy infrastructure initiative.
Strategic Partnership for a Transformative Project
The meeting focused on exploring strategic areas where the consortium’s expertise could be effectively applied.
Dr. Aubynn reaffirmed the PHDC’s determination to position Ghana as a major energy player in the West African subregion through innovation and international collaboration.

The Petroleum Hub, once completed, is envisioned as a fully integrated industrial zone dedicated to petroleum refining, storage, petrochemicals, and associated industries.
It forms part of the government’s long-term energy strategy to transform Ghana into a regional hub for petroleum and gas trade, boosting exports and creating tens of thousands of jobs.
Egyptian Consortium Poised for Action

He further elaborated that Chemexa brings extensive experience in constructing tank farms and executing innovative urban development projects, capabilities that align perfectly with the Petroleum Hub’s infrastructure requirements.

The Adfat Group of Companies, serving as the local partner and consultant for the consortium, also reaffirmed its commitment to ensuring the smooth execution of the agreement.
The group’s Chief Executive Officer pledged to coordinate proceedings efficiently, guaranteeing that the partnership yields tangible benefits for all stakeholders involved.
The proposed collaboration marks a significant step in Ghana’s ongoing efforts to attract international investment into its energy infrastructure.
