The Petroleum Hub Development Corporation (PHDC) has taken a significant step forward in engaging with global stakeholders and to showcase its initiatives to position Ghana as the leading African country in the petroleum and petrochemical industries.
The corporation’s participation in a high-level strategic meeting organised by the United Kingdom Ghana Chamber of Commerce (UKGCC) shed light on the numerous investment opportunities within the country’s ambitious Petroleum Hub project.
The meeting, chaired by Mr. Kevin Dadzie, a member of the UKGCC Executive Council and Head of British Petroleum (BP Ghana), provided a platform for the PHDC to showcase the project’s vision and highlight the attractive incentive packages it offers to potential investors.
The engagement was part of the UKGCC’s broader efforts to ensure its members are well-informed about the wide range of investment opportunities in the Petroleum Hub, which aims to establish Ghana as Africa’s premier integrated energy and petrochemical hub upon completion.
“Mr. Dadzie described the meeting as a strategic initiative to provide insight into the vision and direction of the Petroleum Hub project. He noted that the engagement was part of the UKGCC’s broader efforts to ensure its members are fully informed about the wide range of investment opportunities in the project, which, upon completion, will become Africa’s first and only integrated petroleum and petrochemical hub.”

The Petroleum Hub Development Corporation (PHDC) has been entrusted with the responsibility of developing and managing Ghana’s ambitious Petroleum Hub project.
This transformative initiative aims to position Ghana as a regional hub for the production, storage, and distribution of petroleum and petrochemical products, leveraging the country’s strategic location and natural resources.
As a key player in Ghana’s energy sector, the PHDC’s role is crucial in driving the country’s energy and industrial future.
By providing a centralised platform for the development and management of the Petroleum Hub, the corporation is working to attract both local and foreign investors, create employment opportunities, and bolster the country’s economic growth.
Investor Concerns and Sustainability

The PHDC directors during the UKGCC engagement addressed a range of concerns raised by the participants, demonstrating the corporation’s commitment to transparency and stakeholder engagement.
One key concern raised was the project’s vulnerability to political or regime changes. Mr. Kwabena Owusu Abrakwa, the PHDC’s Director of Operations and Technical, allayed these fears, explaining that the Petroleum Hub project is structured to operate independently of changes in government.
He also highlighted the strong bipartisan support and commitment from Ghana’s leadership, emphasising that the current government remains fully committed to the project’s development and operationalization.
The Directors of Petroleum Hub Development Corporation also addressed concerns related to land acquisition and stakeholder engagement, assuring participants that the process for the issuance of the Executive Instrument (EI) is progressing, and extensive consultations have been held with traditional authorities, youth groups, and other stakeholders to resolve any land-related issues.
Importantly, the PHDC’s commitment to local content development and environmental sustainability was a prominent focus during the discussion. Mr. Dominic A. Osei, the Director for Human Capital and General Services, reiterated the corporation’s pledge to ensure that Ghanaians directly benefit from the project through job creation and skills development.

Additionally, Mr. Owusu Abrakwa highlighted the integration of Environmental, Social, and Governance (ESG) requirements into investor agreements, underscoring the PHDC’s dedication to environmental protection and the incorporation of renewable energy solutions within the Petroleum Hub.
The UKGCC engagement represents the PHDC’s ongoing efforts to forge strategic partnerships and attract investments to the Petroleum Hub project.
By actively engaging with these global stakeholders and addressing their concerns, the PHDC aims to position the project as a transformative driver of Ghana’s energy and industrial future, cementing the country’s status as a leading player in the African energy landscape.
While the Petroleum Hub project continues to gain momentum, the mining and extractive industry eagerly anticipates the project’s successful development and the benefits it will bring to Ghana’s economy, energy security, and sustainable development.
